Green Growth Indicators for Mexico Estimation experience of Eco-efficiency Indicators

A common initiative The pressures on our environmental life support systems due to depletion and degradation of natural resources have motivated the green growth initiative. The implementation of a framework for promoting green growth, requires reliable and sufficient information for a better understanding of its driving forces.

Background that led to the green indicators in Mexico Derivative from the environmental account integration, it is aimed to incorporate the methodology proposed by the SEEA in relation to the green growth indicators. Water Accounts Forest Accounts Fish Accounts Material Flow Accounts SEEA Mexico

Green Growth Initiative (GGI) Implementation in Mexico Review of the objective of the indicators. Definition of possible available indicators in accordance to the GGI by the OECD. Proposal of alternative indicators according to the available information. Estimation of 33 indicators for Mexico – 25 indicators corresponding to 45 originals by OECD. – 8 indicators as alternative versions. Integration of the indicators results into methodological data sheets.

Decoupling Indicators The decoupling Indicators allow us to observe how economic growth could be separated from intensive use of natural resources. Emissions Energy Water

Criteria Pollutants Emissions Decoupling

Energy Consumption Decoupling

Water Consumption Decoupling

Economic Growth ALGORITM GDP= Gross Domestic Product PNT= Production Net Taxes GVAs: Gross Value Added by sector GDP c = Gross Domestic Product at constant prices (2003=100) PI GDP = GDP Price Index

Water Productivity ALGORITM TVW= Total Volume of Water extraction GVA= Gross Value Added of the economy GVAc= Gross Value Added of the economy at constant prices (2003=100) WP= Water Productivity WPc= Water Productivity at constant prices (2003=100)

Extraction rate of Hydrocarbons ALGORITM HER= Hydrocarbons Extraction Rate VHE= Total Volume of Hydrocarbons Extraction THR= Total Hydrocarbons Reserves Note: The estimation of the THR is obtained by using the conceptual framework and classification system of the Petroleum Engineering Association and the World Petroleum Congress.

Air Quality ALGORITM CGE PC = Criteria Pollutants Emissions per capita CGE = Criteria Pollutants Emissions PO = Population

Sustainable Development and Expenditure on Environmental Protection ALGORITM EEP r = Environmental Protection Expenditures rate EEP = Environmental Protection Expenditures CDD = Total Cost by Natural Resource Depletion and Environmental Degradation.

Taxes on fuels ALGORITM FTr = Fuels Tax rate APS = Average Price Sale on Fuels AIS = Average Income by Fuels Sale PSF j = Price Sales by Fuels Type (gasoline, diesel, jet fuel) PCP = Production Cost per unit STF = Special Tax to Fuels NOTE: The difference between sale price and fuel sale income is explained by the federal taxes.

Subsidy to Drinking Water ALGORITM SRW = Subsidy rate to drinking water SPW = Supply price of drinking water RCW = Reposition cost of drinking water services
