2 Consolidated Plan/Action Plan 2015-2019 ConPlan -5 year goal plan that explains the local needs and establishes strategies to fulfill those needs 2016 Action Plan-year 2 of the ConPlan provides specific goals and anticipated outcomes that address needs identified in the ConPlan Both are available on the County website at: www.co.mchenry.il.us/CD under CD Division Planning Documents www.co.mchenry.il.us/CD

3 4 Main Goals for 2016 Infrastructure Examples: water, sanitary sewer, storm water drainage, road improvements Housing owner- occupied rehabilitation –life safety, structural Public Services (priority exclusively serving homeless) Examples: counseling, shelter, therapy, medication, case management Public Facilities Examples: repairs to your facility roof, has to show maintenance and that the age of the materials has exceeded its usable life

8 $$Leveraging Funds$$ Applicants are required to leverage 10% of the total cost of the project, which can be: Part of annual salary for public services Engineering or Architectural services (not an allowable expense) Other non-Federal or Federal funds such as: donations, in kind labor, or materials, other grants if allowed to be used Contracts for Public Services Contracts for Infrastructure

9 Housing Projects Owner Occupied Rehabilitation will provide a loan to the homeowner for the rehabilitation. A lien will be placed upon the property that is due upon sale, or transfer of title. All rehabilitation projects will be required to provide a budget for each house to be rehabilitated prior to approval of work. Scope of work, bid process, then budget submittal Rehabilitation is limited to specific items listed in the McHenry County Rehabilitation and Construction Standards

12 After the Hearing….. DO NOT START your project yet WAIT for a CONTRACT Environmental Review Clearance Staff will be in contact with you when the time is right to proceed.

14 2016 CDBG Mini Round Ranking Sheets Ranking sheets will be used by CD Division staff to score each project and then given to CDHG Commission members 18 categories Equally to 100 points 7 bonus categories

18 Category Explanations Is the project located in an Area of Need Project benefits low- moderate-income people Project located in one of the green areas CDBG can be located in an Impacted Area Degree of Need Market studies, articles in the Northwest Herald, local plans or studies of community need Site Control Not applicable = services, housing and infrastructure Project Timeline Unrealistic example: complete major roadway construction in a week

19 Category Explanations Complexity and Risk Is the funding going to buy equipment or towards hiring and training, etc.? Tediousness of requests. Community Buy-In Does project have other funding that is waiting for CDBG funding to be received (i.e. Challenge Grants) Responds to Imminent Community Need (bonus) Does application clearly define which imminent need will be addressed and how; be very clear in a cover letter

20 Final Note on the Ranking Sheet The CDHG Commission makes the final funding decision Even if project receives a low score, an agency’s presentation to the Commission may help the project still receive funding Presentations: be on time and ready
