2 Myanmar has embarked on: 1)Political Reform 2)Economic & Social Reform 3)Institutional & Public Administration Reform With the opening of Myanmar, the country is experiencing increased level of overseas aid.

3  Setting up the national priorities and localizing the principles of the development cooperation are critical in supporting the country to make positive changes in people’s lives.  The first Myanmar Development Cooperation Forum was held in January 2013 and adopted the Nay Pyi Taw Accord.  Government of Myanmar and development partners established an aid coordination structure, including Development Partners Working Committee, Development Partners Group and Sector Working Groups. New Myanmar and Increased Development Cooperation

4 The Nay Py Taw Accord (Jan 2013) sets out the principles for development cooperation: -Transparency -Collaboration -Local leadership -Ownership and management of development efforts Key Principles for Effective Development Cooperation in Myanmar

5 Towards Predictable and Transparent Development Cooperation Policy level: - Visioning national priorities through National Comprehensive Development Plan - Clean government, Anti-bribery committee - Joining the international transparency initiatives and good governance protocols, such as IATI, EATI, Open Government Partnership* *Myanmar indicated an intention to join at the 2013 Annual OGP Summit in London. - Strengthening Public Finance Management Setting systems and tools: - Launching home grown Aid Information Management System (called, Mohinga) - Forecasting national and sub-national budget (eg. Ministry of Mines financial model)

6 Inclusive Partnership Promotes Predictable and Transparent Development Cooperation Parliament’s oversight: - Reviewing and approving financial plans and spending Civil Society’s oversight: - Monitoring and analyzing national budget - Requesting for Access to Information Private sector’s contribution to domestic resource mobilization (awareness raising sessions about tax collection)
