3 Background - APS School Bonds Key: = North Arlington Project = South Arlington Project

4 As determined in the 2014 Arlington Public Schools Capital Improvement Plan (CIP) and reinforced in the Fall 2014 Enrollment Projections, South Arlington is expected to have a deficit of approximately 1,000 elementary seats by September 2019. The 2014 CIP included $50,250,000 for construction of a new elementary school in South Arlington. However, this does NOT include funding for structured parking, which would have to be approved by the County Board, Nor does it include land transfer fees (if any?) from the County to APS for the TJ property, which is County-owned. 5 Background – 2014 Thomas Jefferson Working Group January 27, 2015 – County Board motion in response to School Board request to allow construction of a new elementary school building at the Thomas Jefferson site: 1.TJ Park shall remain essentially “as is” – dedicated to open space and recreation. 2.NOT grant approval, at this time, for use of the Jefferson site for a new school. The County Board would be willing to reconsider if [the School Board provides]: a.Alternative analyses of county sites and/or school addition options across south Arlington. b.An “as close to final” estimate of County funding needed to support the proposed Jefferson elementary school. 3.Find that a new school building would be acceptable only on the northwest corner of the Thomas Jefferson site and only if structured parking, dedicated play areas, a multi-storied compact building footprint and adequate multi-modal traffic improvements are achieved by the design. The County Board is very interested in being fully briefed on any park impacts of proposed stormwater, environmental and energy features, ensuring that opportunities for future upgrades/expansions to the existing building are not limited, and providing clear information to users of the site about plans for continuity of their programs during construction. 4. Commit to partnering with the School Board to provide a minimum of 725 new elementary schools seats in south Arlington no later than September 2018, using a combination of interim and permanent facilities.

6 Following the work of the Thomas Jefferson Working Group and the County Board’s January 27, 2015 decision, the School Board then directed the Superintendent to develop a charge for a community working group to evaluate and analyze site options for a new neighborhood elementary school in South Arlington. South Arlington Working Group (SAWG) Charge: To achieve the School Board's goal of opening a new, 725-seat neighborhood elementary school in South Arlington, preferably by the fall of 2019, the Working Group is charged with analyzing site options and providing input on related program moves with the overall goals of addressing crowding and enhancing instructional opportunities in South Arlington elementary schools. 13 Background: APS Projected Enrollment 2014-2019 As of September 2015, Henry Elementary has 557 students, or +94 students over its built capacity of 463 seats, and 6 students more than APS projected. By 2019, Henry Elementary is projected to be the 2nd most over-crowded elementary school countywide at 138%; just behind neighboring Barcroft (139.8%) by 1.8%, and ahead of Claremont (131.2%) and Oakridge (129.8%) – ALL 4 OF THESE ELEMENTARY SCHOOLS ARE IN SOUTH ARLINGTON.

14 Background: APS Projected Enrollment 2020-2024 By 2024, Henry Elementary is projected to be the 3rd most over-crowded elementary school countywide at 140.6%, behind Oakridge (173.1%; South Arlington) and Ashlawn (143.3%; North Arlington), and followed by Barcroft (138.9%; South Arlington).

19 Visuals of Possible New South Arlington ES – Option 1 New Elementary School Possible scenario: 1.Move Henry to TJ and expand to fill the new 725 seat school – Henry is projected to have 639 students in 2019, so we could add another 86 students. Could directly relieve crowding at Barcroft. 2.Move Drew’s Montessori program to Henry to fill its 463 existing seats. This also solves the “split- school problem” at Drew. 3.Expand Drew’s Neighborhood program to fill its 674 existing seats. Could directly relieve crowding at Oakridge.

20 New Elementary School Option 1Option 2 Possible scenario: 1.Move Drew’s Neighborhood program into the new school and expand to fill its 725 seats. Could directly relieve crowding at Oakridge and Henry. This also solves the “split-school problem at Drew. 2.Expand Drew’s Montessori to fill its 674 existing seats. However, this option would net fewer seats for South Arlington students, since Montessori, a countywide program, would have to expand to fill the school. 21 New Elementary School Option 1Option 2 Possible scenario: Divide Oakridge into a Lower Elementary (PreK-2 nd ) at Oakridge (674 seats) and an Upper Elementary (3 rd -5 th ) at the new Gunston elementary (725 seats). Depending on what boundary and/or program changes were made to fill these schools, they could potentially provide the most seats for South Arlington students (if they were both kept as Neighborhood-only programs). However, this option does not directly relieve overcrowding at Barcroft or Henry (some Henry kids would likely get pulled into Drew or Hoffman-Boston), and it does not solve the “split-school problem” at Drew.
