3 Aims of the Project ● Review the content of the Codes ● Identify any potential implications resulting from changes to the guidance ● Identify any omissions from the Codes ● Produce final revised versions of the Codes of Practice 3

4 Principles of the Review ● Not a re-write ● Guidance is not mandatory and supports LHAs develop their policy. (If Codes and/or recommendations are not adopted evidence as to why should be provided) ● Align with and build on principles and recommendations in Going the Distance, Potholes Review, Transport Resilience Review, UKRLG Highway Infrastructure Asset Management (HIAM) Guidance and the NAO report. ● Risk based (outcomes not prescriptive) ● Evidence based through case studies ● Codes are aimed at practitioners ● Common style and feel for all Codes, aligning with HIAM Guidance 4

11 A Suite of Codes 11 Current Codes: Several common issues, some covered in a widely varying way. Should now refer to the Highways Infrastructure Asset Management Guidance (HIAMG). Procurement, collaboration and related issues are covered in HMEP, Scottish Road Maintenance Review, etc. Some common issues to be strengthened, eg Resilience. Revised Codes: A Suite of Codes: Common issues will be dealt with in an Overarching Code. Asset specific Codes will refer only to asset specific detail.

Any useful wording in the current recommendations to be included in Code texts.

19 Consultation 19 Key messages: Strong support for the review of the Codes, the consultation process and the proposed approach to a suite of Codes (an overarching document with the three Asset Specific Codes) Agreement on the proposed structure of the overarching Code Themes for the recommendations developed and agreed Strong support for slimmer Asset Specific Codes and for a risk based approach.
