WGFM PT49 BB PPDR Dublin, 26 – 27 November 2013 Peter Buttenschön Chairman WGFM PT 49 peter.buttenschoen@bmwi.bund.de

ToR for WGFM PT 49 - extracts Work on radio spectrum issues concerning BB PPDR applications and scenarios … as requested by PPDR organisations; Identify and evaluate suitable bands for European-wide harmonisation Focus on medium term and long term (before year 2025) spectrum realisation; 1

BB PPDR activities within CEPT/ECC 2 WG FM CPG PTD WRC 2015 AI 1.1 and 1.2 ECC PT1 EC Mandate 700 MHz CPG PTA WRC 2015 AI 1.3 FM 49 ECC Plenary ECC recognised in early 2010 the necessity for considering broadband PPDR WG SE Compatibility 400 MHz

European Commission 1(2) European Commission is setting out policy priorities and long-term objectives for wireless broadband, including Public Safety Radio Spectrum Policy Programme (RSPP) Article 8.3: The Commission shall, in cooperation with the Member States, seek to ensure that sufficient spectrum is made available under harmonised conditions to support the development of safety services and the free circulation of related devices as well as the development of innovative interoperable solutions for public safety and protection, civil protection and disaster relief. 3

European Commission 2(2) Radio Spectrum Committee's “700-MHz-Mandate” CEPT is mandated to undertake work to develop technical harmonisation conditions for the use of the 694-790 MHz frequency band for the provision of wireless broadband electronic communications services and shared use with other services or applications in support of EU spectrum policy priorities. … as well as BB PPDR services that can make use of such technical conditions 4

BB PPDR activities concerning ITU-R ITU-R WP 5A working on possible solution for ITU-R Resolution 646 in accordance with 648 necessity of revision of ITU-R M.2033 “Radiocommunication objectives and requirements for PPDR“ questioned (Preliminary) CEPT Position support of studies on the revision of Res. 646 in accordance with Res. 648 support of comparison of ranges to facilitate regional or worldwide interoperability and to maximise economies of scale and the consequential effect on any revisions needed in Res. 646 5

Work Concept Two steps - Two ECC Reports Step 1:BB PPDR Requirements Step 2:Solutions + special cases 6

Results of Step 1: ECC Report 199 Requirements ECC Report 199 (“A”) “User requirements and spectrum needs for future European broadband PPDR systems (Wide Area Networks)” (approved in May 2013) 7

Assumptions within ECC Report 199 Based on the inputs of the Law Enforcement Working Party* of the EU Presidency *LEWP, European Ministries of the Justice and the Interiors / home offices) applications: LEWP/RCEG-ETSI-Matrix of applications scenarios: PP1 day to day operations PP2 large emergencies and public events DR no specified requests received technology: LTE 8

PP1 Assumption within ECC Report 199 PP1 (day-to-day operations) Day-to-day operations encompass the routine operations that PPDR agencies conduct within their jurisdiction. Most Public Protection spectrum and infrastructure requirements are determined using this scenario. 9

PP2 Assumptions within ECC Report 199 10 PP2 (large emergencies, public-, sports and other mass events) The size and nature of the mass event may require additional PPDR resources also from adjacent jurisdictions, cross-border agencies, or international organisations.

DR was not calculated in ECC Report 199 (no inputs) DR (Disaster Relief) Can be those caused by either natural or human activity. Natural disasters include an earthquake, major tropical storm, a major ice storm, floods, etc. Examples of disasters caused by human activity include large-scale criminal incidences or situations of armed conflicts. 11

CEPT Report 199 RESULTS 1(2) Minimum requirement of 2x10 MHz for Wide Area Networks PPDR requirements may vary significantly from country to country More spectrum needed to meet the different requirements for voice, Direct Mode Operations (DMO), Air-Ground-Air (AGA) communications and ad-hoc networks PPDR related radio communications are under the sovereignty of each country

CEPT Flexibility Concept for BB PPDR Future harmonisation of PPDR has to be flexible enough to respect different national and governmental circumstances and directives such as different operational scenarios the available amount of spectrum the individual needed bandwidth and the type of network  Dedicated  Commercial  Hybrid (mixture of dedicated and commercial) Condition: Full interoperability 3GPP release 12 BB PPDR 13 CEPT Report 199 RESULTS 2(2)

Work on Report “B“ - Solutions - Step 2 14 Description of special cases, such as BB ad-hoc and the typical PPDR applications (in NB PPDR networks) BB DMO, BB AGA and the new BB AGA “overlay” with the need of base stations in addition to the WAN Technical aspects Concept of the flexible CEPT BB PPDR harmonisation / possible regulatory proposals Interoperability and cross-border Investigation results on the suitability of the candidate bands present bands in discussion Conclusions with subsequent information towards revision on Resolution 646 (Rev. WRC-12)

15 410-430 MHz 450-470 MHz 694-790 MHz 1900 – 1920 GHz 2010 – 2025 MHz 1227 MHz Galileo L1 1557 MHz Galileo L2 PRS 7 Receiver-Chips according to the present status of candidate band considerations Not a candidate, but a new initial proposals by the Industry: 4.9 GHz Candidate bands

410 – 430 MHz- Solution/Option for countries which are 450 – 470 MHz not exclusively supporting 700 MHz - partial support within WGFM PT 49 - Compatibility investigations: WGSE 694 – 790 MHz- IMT range - BB PPDR is an application - Footnote in the RR of the ITU ? - Considered in CEPT under the concept of flexible harmonisation - Major support within CEPT - Support from the PPDR Org. in PT49 and in LEWP/RCEG - Compatibility investigations: WGSE 16 Present status of considerations for 400 and 700

Next Road Map Milestones 17 Receiving of the results of the 400-MHz-questionaire concerning the European availabilty of 410-430 and 450-470 for BB PPDR: January 2014 Receiving of the 700-MHz-technical-conditions from ECC PT1 for a possible accomodation in the 700 MHz range: Summer 2014 Receiving of the results of the 400-MHz-compatibility-studies from WGSE: Dezember 2014 Delivery of Report B: Early 2015

BB PPDR Thank you for your attention
