4 Risk Matrix Category 1. Children and Young People who receive a high priority service from the SHB team are likely to demonstrate one or more indicators of risk – Category 1 Children and Young People should be referred to SHB with as much supporting evidence as possible (details are on the referral form). A decision on a referral will not be made without this information thus delaying a service. Category 2. Children and Young people who are a medium priority for the SHB team are likely to have a single report of harmful sexual behaviour, but not including force, coercion, attempted penetration or clear power difference – For Category 2 Children and Young People the referring agency (if not Children’s Services) should first discuss the child or young person with Children’s Services Category 3 Category 3. Children and Young People who are a low priority for the SHB team include children who have a single episode of inappropriate sexual behaviour as in Category 2 but with no additional concerns, demonstrating age appropriate and non- abusive sexual behaviours or using sexual language in isolation from harmful sexual behaviour.

5 If you are uncertain which route to take for the child/young person you are concerned about, please feel welcome to ring the SHB team for advice. They are happy to have detailed case discussions to ensure that the child/young person receives the most appropriate support as quickly as possible.
