2 What is the purpose of the meeting? During this meeting, the Department intends to provide Vendors with an overview of various requirements of the Comprehensive Health Care Services-Institutional Medical Services for Inmates ITN. Additionally, this provides interested Vendors an opportunity to tour representative institutions where services will be rendered so they can better understand the complexities of the Department’s prisons. This will enable Vendors to provide more realistic and appropriate Replies. All questions concerning the content of the ITN or the ITN process must be submitted in writing, in accordance with Section 4.3 of the ITN, via the below email address: Purchasing@mail.dc.state.fl.us

4 Ground Rules for the Pre-Response Conference Remember to leave your cell phones, tablets, smart watches, cash over $60, excessive jewelry, guns, ammo, knives, change, and purses in your vehicles. You will need a photo ID. This will expedite the entrance process into the institution. Please understand that this is a functioning, operational prison and we should do everything we can not to intrude on the staff and inmates. Questions relevant to the physical facility can be asked on the tour but we request that you hold the remainder of your questions until the pre- response conference, immediately following the tour. When asking questions, please ask one question at a time and state your full name and company name. Please remember that answers provided during this conference and site visit are unofficial. All official questions should be submitted in writing, in accordance with Section 4.3 of the ITN. The deadline for the first round of questions is March 10, 2016.

8 Inmate Hospitalization When an inmate’s health necessitates a visit to the hospital, the Department encourages and requires the awarded Vendor to take the inmate to a local hospital to receive care. Hospitalization Considerations: Inmate’s Health – Ensuring the inmate is taken to the hospital in a timely manner – Ensuring inmate’s length of stay is appropriate Security Requirements – Staff escorts – Transportation Secure Hospital Units – Reception and Medical Center (RMC) in Lake Butler, FL – Memorial Hospital Jacksonville in Jacksonville, FL – Larkin Community Hospital in Miami, FL

9 Florida State Prison Overview Opened in 1972, Florida State Prison (FSP) houses mainly close management, maximum management, and death row inmates. Maximum capacity: 1,460 Close management capacity: 1,083 Death Row capacity: 72 FSP houses medical grades of M-1 through M-4 FSP houses mental health grades of S-1 through S-3 The Florida State Prison-West Unit houses mainly general population inmates. Maximum capacity: 802 FSP houses medical grades of M-1 through M-4 FSP houses mental health grades of S-1 through S-2
