4 EU Framework Programme 7 (FP7) 2007-2013 FP7 has been the EU’s main instrument to fund innovative research in Europe from 2007-2013 A key objective has been to co-ordinate European research into critical mass to compete with USA & Japan & to create a single European Research Area (ERA) Projects had to advance the state of the art Projects had be transnational (min 3 countries) Projects were typically 3 – 5 years from market FP7 will come to a close at the end of December 2013 EU Funding – background

6 Horizon 2020 Budget Consensus agreed on €70.2bn (€ 79bn inc Euratom) e.g. Health, demographic change and wellbeing (Societal Challenge 1) will get approx. 10% of this budget (~ €8bn). Food security, sustainable agriculture & the bioeconomy (SC 2)

7 A single programme bringing together three separate programmes/initiatives (FP7, CIP, European Institute of Innovation and Technology) ~€70.2 billion Res & Innov n programme (2014-20) Greater focus on: innovation (not just R&D) key societal challenges nearer to market projects (e.g. more demonstration activities to prove viability of new tech/prototypes etc) Horizon 2020 - What’s new?

8 H2020 – Proposed New Rules for Participation A single set of rules for participation Simplified process - application, implementation & reporting process (even signed grant agreements) through Participant Portal !ECAS! http://ec.europa.eu/research/participants/portal/desktop/en/home.html Simplified and uniform evaluation criteria Fewer, better targeted controls and audits Faster time to grant – target of 8 months/240 days (cf 12months FP7)

11 Industrial leadership – Pillar 2 Leadership in enabling and industrial technologies Priority themes - ICT, nanotechnologies, materials, (NMP) biotechnology, manufacturing, space Access to risk finance Leveraging private finance and venture capital for research and innovation Innovation in SMEs * Fostering all forms of innovation in all types of SMEs * Single company support avail; Subcontracting allowed; Closer to market activities – 70% reimbursement rate, but SMEs may still take part in collaborative R&D projects 100% reimbursement rate; mentoring via EEN; covers cost of IPR protection/early stage res funding; “…….to stimulate growth by means of increasing the levels of innovation in SMEs, covering their different needs over the whole innovation cycle for all types of innovation, thereby creating more fast-growing, internationally active SMES”.
