3 CONFORMITY ASSESSMENT DEFINITION 1 conformity assessment: process demonstrating whether specified requirements relating to a product, process, system, person or body are fulfilled – Regulatiom EP and Council 765/2008/EC The subject field of conformity assessment includes testing inspection certification accreditation of conformity assessment bodies Object of conformity assessment encompasses any particular material, product, installation, process, system, person or body to which conformity assessment is applied. A service is covered by the definition of a product

4 CONFORMITY ASSESSMENT DEFINITION 2 first-party conformity assessment activity: conformity assessment activity that is performed by the person or organization that provides the object. second-party conformity assessment activity: conformity assessment activity that is performed by a person or organization that has a user interest in the object third-party conformity assessment activity: conformity assessment activity that is performed by a person or body that is independent of the person or organization that provides the object, and of user interests in that object

7 Conformity assessment in energy efficiency Commission Regulations implementing the EP and Council Directive 2005/32/EC with regard to eco-design requirements: the internal design control system set out in Annex IV or the management system for assessing conformity set out in Annex V recasted by the Directive 2009/125/EC of the EP and of the Council establishing a framework for the setting of eco-design requirements for energy-related products adds: Where duly justified and proportionate to the risk, the conformity assessment procedure shall be specified among relevant modules as described in Annex II to Decision No 768/2008/EC When product covered by implementing measures to 2009/125/EC is designed by an organisation registered in accordance with EMAS and the design function is within the scope of registration, the management system of that organisation shall be presumed to comply with the requirements of Annex V

10 Energy efficiency labelling Directive 2010/30/EU of the EP and Council on the indication by labelling and standard product information of the consumption of energy and other resources by energy-related products (replaces the Directive 92/75/EC[1] established an energy consumption labelling scheme) The energy labels of the household appliances are separated into at least four categories: Details identification : according to each appliance, specific details, of the model and its materials Energy class: a colour code associated to a letter (from A to G) that gives an idea of the appliance's electrical consumption Consumption, efficiency, capacity, etc.: this section gives information according to appliance type Noise: the noise emitted by the appliance is described in decibels Commission delegated Regulation which supplements Directive 2010/30/EU with regard to energy labelling instead of Commission Directive to the framework Council Directive 92/75/EC

11 Energy efficiency labelling Example: Commission Delegated Regulation (EU) No 392/2012 which supplements Directive 2010/30/EU with regard to energy labelling of household tumble driers has been published in the Official Journal of the European Union. The Regulation, which repeals Directive 95/13/EC from 29 May 2012, places new responsibilities on suppliers and dealers, and brings household tumble driers into line with the new A+ labelling system.
