2. What we’ve learnt this year Timeliness of resources is key – commission and develop tools to be available when they are of most use locally using an integrated plan Recognise different organisations’ starting points – this includes both preparedness in terms of different areas of the Act, and level of resources. Consult the sector on the best format / delivery model – for each project from the outset. Continue to embed fit-for-purpose co-production arrangements – building on work this year to coproduce guidance and tools. Help may be needed to apply national tools to a local context – roadshows, events and local networks have been effective. Share details of the offer early and widely – including clarity about free and paid-for offers of partners. Define clear success measures and evaluation approach – to enable lessons to be learned from the beginning of each project onwards.

3. The November 2013 CSRP Board agreed that products or projects will only be commissioned if it can satisfy the following criteria: 1.addresses a specific and defined un-met need; 2.is too costly, inefficient, or problematic to develop at a local or regional level; 3.is not the responsibility for others to develop or maintain; 4.provides significant benefit to a substantial number of local authorities and/or other organisations; 5.coheres with the existing and planned activity by key partners and other existing work programmes; and 6.demonstrates value for money – both in terms of the cost-benefit per item, and as a priority within a wider package of potential spending on implementation support. Top priorities for implementation support 1.Supportive public awareness campaign – consistency of message and expectation management 2.Development of peer-to-peer networks and expert support – at the appropriate level (e.g. regional or sub-regional) 3.E-learning materials – free to access resources as the best way raise awareness and train at scale on social care reform and funding reform. 4.Skills and knowledge for system leaders – expanding the reach and scope of existing offers to support senior staff to drive culture change. 5.Commissioning – Mapping existing support, gaps, and supporting skills development at the frontline. 6.Practice guidance – A limited amount of new material focused in key areas (e.g. independent personal budgets, appeals, care and support in prisons), along with selective refreshes and promotion of the material already produced. 7.Help to access the tools you need - A better ‘front-door’ to existing resources and support and improved mechanisms for sharing exemplar plans. 8.Regional and centrally-provided support – Exemplar plans, responsive pieces of work from the PMO, further support for regional SLI architecture. 6

10. Our next steps Support will initially seek to consolidate preparatory work done so far, and focus on the ‘must haves’ on which we are now clear Two phases of looking at the sector’s support requirements in the round – now and post spending review Specific funding reform tools will be identified post consultation alongside the guidance The PMO and partners will continue to engage the sector at events and workshops DH will confirm the funding envelope – and the PMO will prioritise in- line with the Board’s direction Where the requirement is unclear we will work with ADASS to scope solutions which meet the specification Thereafter, we will commission the support through tender processes and other funding routes
