LOW INCOME WEATHERIZATION PROGRAM PROPERTY ELIGIBILITY CRITERIA Located in a CalEPA Disadvantaged Community (DAC) At least 20 units At least 66% of tenants with incomes < 80% AMI 20% owner co-investment required Able to achieve energy savings > 15% Maximum of 500 units or five (5) properties per ownership entity or subsidiaries of one entity Project completion by June 30, 2017 7

LOW INCOME WEATHERIZATION PROGRAM CO-INVESTMENT CATEGORIES 20% CO-INVESTMENT Cash Investment, In-Kind Measure Costs Leveraged Rebates Project Management Fees 9 Such as: roof repairs that are necessary to install insulation or solar, mold or asbestos remediation, or building durability repairs. Such as: utility energy efficiency or solar rebates (EUC, MUP, MASH, CSI) and tax credits (TCAC) Such as: staff time managing project, collecting bids, completing paperwork Co-investment amount depends on the cost- effectiveness of the package and if project is leveraging other funding sources.

LOW INCOME WEATHERIZATION PROGRAM CONTRACTOR SELECTION Owner hires contractors directly Pre-approved list of contractors upon owner request, or owner can select their own contractor Assistance in bid solicitations Solar component: Program team can provide free solar technical assistance Owner may request a proposal from GRID Alternatives and/or Owner may choose their own solar provider 12

LOW INCOME WEATHERIZATION PROGRAM INCENTIVE LEVELS FOR SOLAR PV SYSTEMS Energy Efficiency Requirement: scope of work to achieve 15% energy efficiency savings* PV Incentive is based on: Type of leveraged funds (LIHTC, ITC, MASH) - the more leveraged funds, the less LIWP funding is needed If PV system is offsetting owner meter or tenant meter consumption Size of PV system 13 * 15% energy efficiency savings requirement may be waived at the discretion of CSD if there are not sufficient efficiency upgrade opportunities available

LOW INCOME WEATHERIZATION PROGRAM SOLAR DIRECT OWNERSHIP OR PPA FINANCING MODELS Direct Ownership: Purchased by property owner Owner must enter into a 5-year operations & maintenance contract for the PV or thermal system PPA Financing Models: May be financed through a third party (i.e. Power Purchase Agreement pathway) 14
