3 SC59 – 12 March 2010 National laws for implementation of the Convention SC to consider appropriate compliance measures, including recommendations to suspend commercial trade, for any Party or dependent territory in CITES for five or more years, with legislation in Category 2 or 3, that has not submitted to the Secretariat newly enacted legislation for implementation of the Convention; or provided adequate justification for its failure to do so (Decision 14.25) Potentially Antigua and Barbuda, Belarus, Benin, Botswana, Burkina Faso, Burundi, the Central African Republic, the Congo, Cote d’Ivoire, Dominica, Equatorial Guinea, the Gambia, Grenada, Iceland, Mauritius, Niger, Saint Vincent and the Grenadines, Sierra Leone, Sri Lanka, Swaziland, The former Yugoslav Republic of Macedonia, Togo, Trinidad and Tobago, and Uzbekistan

4 SC59 – 12 March 2010 National reports –Mauritania and Somalia remain subject to a recommendation to suspend trade for non- submission of annual reports –The Secretariat's records show that Cape Verde, Comoros, Cote d’Ivoire, Eritrea, Nicaragua, Palau, Saint Vincent and the Grenadines, Samoa and Swaziland have failed to submit annual reports for three consecutive years (2006, 2007 and 2008) without having provided adequate justification

9 Practical matters Seating limitations –Plenary, Committee I – space is sufficient, 4 persons per Party (two at tables, two behind) –Committee II – space is limited Only two places (both at tables) for each Party If all Parties are present, there are 24 places for observers from non-Parties and intergovernmental organizations, and 56 places for NGO observers Observer bodies and agencies are requested to limit their participation to a single observer unless there are places available after the session has begun

34 Summary The budget decision is likely to have a profound impact on the Secretariat’s capacity to complete the Programme of Work agreed by the Parties Almost all Committee II agenda items will result in new Decisions, Resolutions or modifications to existing Resolutions The 42 amendment proposals are mostly non- controversial, though the polar bear, elephant, bluefin tuna and shark proposals are likely to be hotly debated
