5 5 MISSION More people at work by connecting demand for and supply of labour. How? offering client-targeted integrated services together with municipalities in the local offices, via the internet ( werk.nl) and by telephone. The resources will be integrated; Linking up employers and between public and private organisations on local,regional and national level Co-operating complementarily with private partners

6 6 Response to the crisis STRATEGY: Promotion of employment in short term Preservation of workforce for companies and sectors Support work to work mobility (still new job openings), prevention long-time unemployment,short dependency on benefits Special attention to special groups ( e.g. youth) In November 2008 UWV was assigned to establish 30 Mobility Centres

8 8 8 The Mandate of UWV WERKbedrijf To help employers implement the Special Regulation on the Reduction of Working Hours To provide Mobility Centre services specifically designed to prevent unemployment or shorten unemployment We will be doing this: For companies By offering services specifically designed to prevent unemployment Concentrated in 33 Mobility Centres Linked to 30 'Plus' branches In collaboration with public and private partners By maintaining and improving the employability of employees by means of training and secondment

9 9 9 Mobility Centres are points of Public- Private Partnership Mobility Centres aren’t new institutions but points of Public Private Partnership Mobility Centres organise the joint implementation of agreements with public and private partners Partners: Municipal authorities, regions and sectors Education – vocational education in particular -(preparatory) upper second and higher vocational education -agencies specialising in study-and-work training Temporary work and secondment agencies (ABU) Professional Education-Business Knowledge Centres (COLO) Re-integration agencies (Boaborea) Industry associations (such as BOVAG) Outplacement organisations (NOBOL)

10 10 Mobility Centre Client Groups Mobility Centres provide services for: Client Group 1: Employers seeking to reduce working hours Client Group 2: Employers with employees facing unemployment (including collective redundancy and involuntary liquidation) Client group 3: Sectors and employers offering employment opportunities Specific target group employees threatened by unemployment ( TWA and Self employed)

11 11 Mobility Centre Services Portal to ( regional) mobility issues resulting in regional public/private mobility arrangements Advise and support in the framework of Working Time Reduction and Part-time Unemployment regulations (e.g. training and secondment) Analysing the regional labour market in favour of joint mobility arrangements ( especially work to work arrangements) Special attention for SME ( no HRM department nor social plan) Delivering the regular services by UWV WERKbedrijf within the framework of mobility arrangements (mediation,profiling, ctc,training,jobhunting etc.) Developing sectoral service points ( owned by employers)

12 12 Services specifically designed to prevent unemployment. In close consultation and collaboration with businesses. Affected employees (still) have a contract of employment. Full use of the knowledge and expertise of the organisation with the employment of HRM experts at the Mobility Centre and by turning HR information into labour market information. Far-reaching collaboration that involves a full range of public and private service providers. Greater organisational capacity through the use of regional networks of public and private partners Greater effectiveness through the implementation of projects and arrangements that meet employer demand (from work to work). Preventive reintegration, implementation of severance scheme ‘from work to work’ arrangements on behalf of the employer. Added Value of Mobility Centres

13 13 Some figures and facts (1) At 1 March 2009 33 mobility centers were developed (30 regional and 3 special company centers) In 2009 13.017 clients were re-employed before becoming unemployed 94.436 clients found new employment within 3 months after the start of the unemployment spell 1050 projects were initiated with employers and sectors ( 34% Industry,17% Commercial Services, 13% Construction Industry) 853 Companies participated in the Special Regulation on Shortening working time – more than 810.000 hours were involved;3800 enterprises called upon the regulation on part-time unemployment ( 66.000 employees)

14 14 Some figures and facts In the past good experience with mobility centre Automotive ( 85 % of redundant employees were re-employed) A very recent experience in the northern part of Netherlands 78% of employees originating from chemical industry were re-employed or in training with job garantees Many cases of seconding people to colleague employers Hiring staff of TWA for support of UWV WERKbedrijf

15 15 Concluding remarks High priority to prevention-work to work arrangements Intensifying relationship with employers: advice and vacancies. No vacancies-no business Special service desks in local offices for employers associations in particular for small and medium size enterprises ( SME’s) - employers in the driver’s seat-demand led Mobility centres with three key characteristics – proactivity, arrangements and partnerships Call for creativity, professionalism, result orientation
