4 Original Environmental Policies Executive Order 13101 - Greening the Government Through Waste Prevention, Recycling and Federal Acquisition (September 1998) –Requires Agencies to comply with recovered materials and environmentally preferable purchasing criteria developed by EPA. Executive Order 13123 – Greening the Government Through Efficient Energy Management (June 1999) –Requires all Federal Agencies to apply sustainable design principals to the siting, design and construction of new facilities.

5 Original Environmental Policies July 2000 GSA issues Acquisition Letter to implement Executive Orders GSA’s Green Lease (SFO) paragraphs addressed: - re-use of building materials - maintenance of indoor air quality during construction - use of recyclable and recycled content products required by CPG - use of environmentally friendly preferable building products and materials

7 APPLICABILITY Green lease solicitation paragraphs – apply to all real property leasing activities Leadership in Energy and Environmental Design for New Construction (LEED-NC) required- What is LEED? LEED for Commercial Interiors (LEED-CI)- When to apply?

8 SFO Development Include required Green Lease paragraphs in SFOs for: Any new leasing activity involving significant alterations or improvements. All lease construction projects Minimal Alterations and Improvements

9 SFO Development What has changed due to this new RSL? Certain paragraphs from PX-2000-02 were incorporated as-is Certain paragraphs were modified New subparagraphs added as necessary

14 Summary Leasing/Building Green is a priority for all federal agencies. GSA’s Green Leasing and Building practices have set the standard for federal government space. By incorporating sustainable design provisions and practices as standard leasing procedure, GSA is also setting the standard for the private sector The market for green buildings and healthy workspace is here, it is becoming robust and is rapidly growing.
