Transportation Possible Goal Provide convenient alternative transportation options to dramatically reduce our City’s fuel consumption. Example Actions The City could encourage non-motorized and alternative transportation by: Replacing the City’s fleet with fuel efficient/electric vehicles Offering a more pedestrian and bike friendly infrastructure Providing infrastructure for electric vehicles Increasing reliable transit Other Considerations Encouraging electric vehicles will increase electric consumption Replacing the City’s fleet will increase initial capital Your Priority for this Energy Focus Area (Highest, Mid, Lowest):

Possible Goal Establish rate structures that provide incentives for customers when they use electricity more efficiently. Example Actions The City could provide tools for customers to control usage: Provide energy audits so customers know where use is high Offer time-of-day rates so customers know when costs are high Establish retail electric rates that are tied to BPA’s rates Other Considerations Electricity costs will rise in the future so providing a means for customers to control usage is good Natural gas costs vary greatly over time so providing a means to control usage is good Your Priority for this Energy Focus Area (Highest, Mid, Lowest): Energy Rate Structure

Possible Goal Reduce our community’s energy use by building energy efficient housing and denser, more walkable neighborhoods. Example Actions The City could encourage more efficient development by: Easing the permitting process for demonstration projects Requiring more bike lanes and sidewalks for new construction Incentivize Low Impact Development and increased density in the urban core Other Considerations Density bonuses and other incentives could encourage more residences downtown To be truly walkable, neighborhoods would need to support some mixed uses (ie. commercial) Your Priority for this Energy Focus Area (Highest, Mid, Lowest): Energy Efficient Development & Smart Growth

Possible Goal Retrofit our existing building stock to be more energy efficient and thus reduce operating costs and conserve energy. Example Actions The City could encourage more building retrofits by: Providing incentives and programs to reduce costs for owners Easing the permitting process for retrofits and tenant improvements Providing tools to measure building energy performance Other Considerations Improving energy efficiency also adds comfort and value to homes Improving energy efficiency reduces operating costs for business thus improving viability Your Priority for this Energy Focus Area (Highest, Mid, Lowest): Existing Buildings

Possible Goal Establish programs that promote early adoption of smart grid technologies for both the utility and the customer. Example Actions The City could encourage smart grid adoption by: Promoting consumer technologies that provide real time information on energy consumption and cost Developing neighborhood pilot projects to demonstrate technologies Directing City Light to use smart grid technologies in utility infrastructure Other Considerations Some smart grid technologies directly control customer appliances Some smart grid technologies provide benefits to the utility but not directly to customers Your Priority for this Energy Focus Area (Highest, Mid, Lowest): Smart Grid Technology

Urban Food Production Possible Goal Provide/promote community gardens so more food is grown locally which reduces energy used to transport food. Example Actions The City could create standards to allow more urban food production and resale opportunities, such as: Allowing more animal husbandry within City limits Making it easier to sell homegrown foods & products Developing more P-Patches and community gardens Other Considerations Community gardens require staff to maintain infrastructure Improves the sustainability of our community Your Priority for this Energy Focus Area (Highest, Mid, Lowest):

Possible Goal Operate public and private facilities (buildings, vehicles, parks, etc.) in an energy efficient manner which saves money and demonstrates leadership. Example Actions The City could encourage general conservation and energy efficiency by: Pursuing LEED or other certification for City buildings and private developments Promoting energy efficient appliances and lighting Ensuring new and existing street lights utilize most efficient lighting technologies Using durable products to extend the life of buildings Other Considerations Conservation is cheaper than building new generating facilities, transmission lines or pipelines Conservation’s up front costs are high but over time provide a good return on investment Your Priority for this Energy Focus Area (Highest, Mid, Lowest): Efficient Public and Private Facilities

Possible Goal Preserve our city’s character and the look and feel of historic buildings while improving energy efficiency through building retrofits. Example Actions The City could encourage efficiency and preserve City character by: Developing retrofit design guidelines for historic buildings Allowing a mix of technologies to best serve the building type Evaluating embodied energy for historic building upgrades Other Considerations Improving energy efficiency in conjunction with other remodeling work is relatively inexpensive Today’s technology allows for improved energy efficiency while maintaining historic character Your Priority for this Energy Focus Area (Highest, Mid, Lowest): City Character & Historic Preservation

Possible Goal Leverage the City Renewables Park and the Innovation Partnership Zone (IPZ) to promote the development of renewable manufacturers and support businesses. Example Actions Balance energy efficiency and economic development by: Offering tax breaks to energy businesses who relocate here Partner with Central Washington University (CWU) to coordinate renewables research Market our City as a renewable energy resource hub Other Considerations CWU is considering development of a green energy degree program The IPZ provides tax breaks to renewable power businesses who locate within the zone Your Priority for this Energy Focus Area (Highest, Mid, Lowest): Economic Development

Possible Goal Example Actions Other Considerations Your Priority for this Energy Focus Area (Highest, Mid, Lowest): New Topic:
