5 Advisory Committee Composed of one volunteer leader and one extension educator from each of the eight 4-H horse districts. These persons represent their district at the Advisory Committee meeting and should be able to discuss their district's suggestions and vote on program concerns and rule changes proposed at the meeting. Any leader, parent, or 4-H member is welcome to attend the state meeting, but each district is allowed only two voting delegates.

7 Equine Science Team Work closely with the PA 4-H Horse Development Committee to determine the needs of the program. Team members are: Andrea Kocher, Lew Trumble, Bethany Bickel, Donna Zang, Lori Little, Lisa Witmer, Kirsten Dubbs and Joe Stanco

8 Making Changes… Suggested changes or proposals must be submitted by individuals or county representatives to the respective district 4-H horse committee and discussed at district meetings. Proposed rules/changes approved by each district must be forwarded to the Extension Horse Specialist no later than February 15 of each year to be included on the Pennsylvania 4-H Horse Program Advisory Committee meeting agenda.

11 Horse Program Fee Currently, the fee is $25.00/year for every 4-H horse member. All 4-H horse project members including horseless, model horse, shared horse, horse cloverbuds and therapeutic (youth with special needs) should be included in calculation of the program fee

12 Horse Program Fee: Why Do we have it? The 4-H Horse Program Development Committee and Penn State faculty and staff were challenged to meet the present needs of extension educators, volunteers and youth at the county, district and regional level. Difficult for county educators and volunteers to meet local and district program requests and needs. Current funding sources were no longer adequate for maintaining and growing a high quality 4-H horse program. Additional resources were necessary to maintain current programs and provide additional opportunities and resources for program participants.

13 2015 Summary For Equine Associates Teaching, presenting and assisting with over 50 multi- county and district clinics and presentations impacted approximately 1,500 members, leaders and volunteers Advising of the 10 Team Horse Power members and the 30 activities they presented in various different counties and districts, resulted in over 500 members, leaders, and volunteer being reached. Utilizing social media, there is a reach of approximately 2,010 followers between Facebook pages managed.

23 Horse Enrollment Form: Horse Health All original papers should accompany animal to events. Counties should keep copies as needed. Required for Everyone:

24 Horse Enrollment: Horse Health Animals exhibited at 4-H shows at County and Community Fairs receiving funding from the Commonwealth must also provide: o Certificate of Veterinary Inspection (CVI): A CVI issued after May 1, 2016 is required. o Originals of all horse health forms must accompany animals and must be presented upon registration at the event. The PDA requirements above do not apply to: Junior Horse Championship Show or State 4-H Horse Show, or to district 4-H shows unless the facility has these requirements as noted in the exception above.

25 Horse Enrollment: Member Release Complete once per year for ALL 4-H members participating in 4-H horse program events and activities. Remember to select age bracket and activities Must sign! This form must be kept on file until the participant reaches age 21.

26 Horse Enrollment: Adult Release An Acknowledgement of Risk Form must be completed for all adult participants in 4-H shows. Including all aides or attendants, driving attendant in the cart as well as any attendant that enters from the rail to head a horse in the line. Must have witness signature of a 4-H volunteer or extension educator. Must be kept in office for 7 years.

27 Horse Enrollment: Substitutions: New for 2016: Substitution Acknowledge Form Under no conditions may a primary or secondary performance animal be changed after the completion of the county qualifying show(s). Requires signatures of parent, leader and educator Must be submitted with horse health paperwork along with veterinarian excuse

29 The Junior Horse Project and Championship Show

30 Junior Horse Project The Junior Horse Project and Championship Show is open to members with project animals aged yearling through 5 years old. The project will offer expanded opportunities that include in hand and performance classes that demonstrate the members’ ability to train and exhibit their project animals. All Junior Horse Project members are eligible to participate at the Junior Horse Championship Show. At this show, all exhibitors will have the opportunity to progress through preliminary classes to championship classes with the awarding of State Champions.

32 Junior Horse Championship Show Key Points to Remember The age of a horse is established on the basis of a calendar year starting January 1 of the year foaled. For example, a horse foaled anytime in 2016 is considered a yearling on January 1, 2017; two years old on January 1, 2018, three years old on January 1, 2019, and so on. There is no limit to the number of horses a 4-H member may enroll as a project; however, a 4-H member is limited to three project animals at the Junior Horse Championship Show.

33 Junior Horse Championship Show New for 2016: All animals 3 years of age and older, exhibiting in a pony class or miniature horse class must be measured or have a valid PA 4-H height certificate for the current year. These animals need to be re- measured annually. Mini Jumping

34 Junior Horse Championship Show: Show Structure All projects will be shown in preliminary classes at the Junior Horse Championship Show. All blue merit winners in preliminary classes will advance to championship classes and state champions named from these classes.

35 Junior Horse Championship Show: Show Structure Halter - In Hand Classes for yearlings through 5 Years Old divided by breed, age, and sex. Performance Skills – Pattern class that showcases the horse and rider's mastery of basic horsemanship skills. Walk/Trot Performance Skills classes for 2 & 3 year olds Walk/Trot/Canter Performance Skills classes for 3, 4, & 5 year olds Pleasure Futurity Classes: Walk/Trot Western and English Futurity classes for 2 & 3 year olds Walk/Trot/Canter Western and English Futurity classes for 3, 4, & 5 year olds Barrel Race Futurities for 4 & 5 year olds Driving Futurity Miniature Horse Driving classes for 3, 4, and 5 year olds Draft Horse Driving Futurity classes for 3, 4, and 5 year olds In-Hand Trail: classes for yearlings & 2 year old horses and ponies classes for yearling through 5 year old miniature horses Miniature Horse Jumping-for Miniature Horses 3-5 years of age

37 Junior Horse Championship Show: Entry Procedures All entries must have copies of the following attached to each entry: Registration papers if being shown in a registered In Hand class. If registration papers are unavailable by the show entry deadline, the horse must be shown as a grade animal. Completed and signed medical and emergency consent form for each exhibitor Youth Under 12 Years of Age: Must submit a copy of the Level 1 Horsemanship Skills Evaluation Sheet with entry or submit at the show for each animal. The Evaluation Sheet must include signatures of 3 trained Horsemanship Skills examiners and indicate that the youth has passed all applicable handling/riding skills. It is not necessary to submit copies of rabies vaccination verification, negative EIA test results and VCPR IF status is verified in county office and noted on entry forms.

38 Junior Horse Championship Show: Entry Additional Paperwork Stall Reservation/Bedding Pre-­ ‐ order Form: Exhibitors wishing to reserve a stall for their animal must complete the stall reservation form and return it to their county office along with their entry form and payment. Please use ONE Stall Reservation Form per EXHIBITOR. Do NOT list multiple exhibitors on one form. Shavings may be pre-­ ‐ ordered using the same form. Tack stalls are to be ordered by the county ONLY and MAY NOT be reserved by individual exhibitors.

41 Junior Horse Championship Show: Final Entry o Submit your County Entry Summary Sheet, Individual Entry Forms with Required Paperwork, Individual Stall Reservation Form o Send one check per county for the total county entries, stalls, and shavings. o Checks should be made payable to "PA 4-­ ‐ H Horse Program Development Committee".

44 State 4-H Horse Show Key Points In the Performance Division, a 4-H member is permitted to show only one primary performance animal. One secondary performance animal may be shown in its appropriate driving class and/or Miniature Horse In Hand Trail and Miniature Horse Jumping. A member’s primary performance animal may compete in only one of the following divisions: Beginner, Western, Hunt Seat, Saddle Seat, Contest or Miniature Horse.

49 State 4-H Horse Show: After County Show to District Show In addition to sending your electronic show program files and district show fees you must send forward info from County Show to District Show: o Completed and signed medical and emergency consent form for each exhibitor o Copies of Therapeutic Riding Division Forms (TRD 1, 2, & 3) should be attached with all entries in Therapeutic Riding Division. (If applicable) It is not necessary to submit copies of Acknowledgement of Risk Form(s), Code of Conduct Agreement, and Photo Release Form with district and state show entries IF status is verified in county extension office and included on entry forms/computer show program.

50 State 4-H Horse Show: Entry Procedures at District Show to State 4-H Horse Show State 4-H Horse Show Fees are $25 per class and $5 per horse drug testing fee. All entries and fees are to be collected at the District Show and submitted through the District Horse Show account along with the state entries. District Reps will then forward the required forms (Medical Forms, TRDs, etc.)

51 State 4-H Horse Show: State 4-H Horse Show Follow Up Details for all Counties After your district show: o Collect State Show Stall registration and submit to State Horse Show Stall Chairman with payment o Typically due early October o Order number of tack stalls which is based on total horse stalls ordered for your county. Substitutions – you may be asked to contact and verify substitutions. Work with your district show representative and state show secretary. (Oct. 21 st )

54 Team Horse Power A leadership program developed for teens and young adults to help mentor youth in the 4-H horse program at the county, regional, and state levels. Members use the Pennsylvania Horsemanship Skills program to promote safety, horsemanship, education, and life skills.

55 Team Horse Power Goals Engage older teens in a mentoring role. Provide teens an opportunity to take a leadership role while developing life skills. Promote safety through the PA State 4-H Horsemanship Skill Levels.

58 PA 4-H State Competitive Trail Ride, the Richard C. Ely Memorial Ride The Competitive Trail Ride project is open to all 4-H horse members in Pennsylvania. Competitive trail riding takes place on well- marked trails at a timed pace. Judges observe the ride, inspecting the horses before and after the competition.

59 4-H Equine Science Camp Hands-on, science-focused residential camp for 4-H members who are enrolled in an animal science project. For 4-H members enrolled in a horse, horseless, model horse, or veterinary science project.

60 Horse Cloverbuds Youth who already have access to horses or ponies and are already learning horsemanship skills in non-4-H settings Youth who have no prior horse experience. Cloverbud Program does not provide professional riding instruction.

61 Horse Cloverbuds Books will be used on a three year rotation May be given the opportunity to participate in "Exhibition Only" activities with horses. All youth should receive the same ribbon or award and should receive positive feedback from the judge or authorized adult.
