2 2 Proposal Summary 15 light fixtures along west façade of school building to address security concerns. Metal, flood style fixtures with exposed conduit. Installed without the benefit of Historic Design Review.

3 3 Zoning and Designations R5 Residential 5000, with Historic Resource Protection Overlay National Register Irvington Historic District, school building is a contributing resource, constructed 1927 (Gothic Revival style)

4 4 Irvington Historic District A Historic District is a geographically definable area, urban or rural, possessing a significant concentration, linkage, or continuity of sites, buildings, structures, or objects united by past events or aesthetically by plan or physical development. In addition, historic districts consist of contributing properties (which make lack individual distinction), and non-contributing properties. Objects, structures, buildings and sites within a historic district are usually thematically linked by architectural style or designer, date of development, distinctive urban plan, and/or historic associations.

6 6 Irvington Historic District Historic Characteristics Long blocks in north south direction; Terraced lot pattern; Tree-lined streets; Consistent front setback; Majority single-dwelling residential use; Intermingled institutional uses; Historic and recent multi dwelling and commercial development toward south; and Mix of house sizes and styles.

7 7 Historic Design Review Required The subject site is within the Irvington Historic District; The proposal is for exterior alteration of a primary structure; and None of the exemptions in 33.445.320 B apply. Therefore, per 33.445.320 A 1, the proposal is subject to Historic Design Review.

8 8 Approval Criteria The subject site is within the Irvington Historic District but outside the Central City Plan Area; The subject site is not a Historic or Conservation Landmark; and The Irvington Historic District does not have adopted district-specific guidelines. Therefore, per 33.846.060.E.1.b, the approval criteria for Historic Design Review are those in 33.846.060.G Other Approval Criteria.

17 17 3123 NE 24 th Avenue Staff’s approved solution to better integrate the installed fixtures and reduce their impact: Remove light fixture #3 and all connecting conduit above the entry; Remove light fixture #10 and all connecting conduit on projecting 2nd floor bay; Add visors to all remaining light fixtures to focus the light downward; Attach all of the conduit to the top of the fixtures (rather than the sides) for a flusher conduit installation up against the cornice; and Paint all the conduit, light fixtures and visors to match the respective building surface.

23 23 Summary of Staff’s Findings On balance, these are minor elements, that when better integrated with the building and painted to match the respective building surface, will not significantly affect the character of the historic district (1) The 13 light fixtures to remain and associated conduit to remain are too minor to create a false sense of historic development (2) Exterior alterations are fully reversible and repair of the original stucco in these elevated locations when the lights and conduit are removed will not be detectable (7) Reducing their prominence (adding visors to prevent over illumination of the building, colored finishes that match the building, flush installation under the cornice to better conceal the conduit and removing fixtures #3 and #10) results in minor building elements that are compatible with the school building, surrounding properties and larger historic district (8, 9 and 10)

24 24 Appellant’s Statement Approval criteria has not been met for the following reasons: Industrial grade, clearly modern and non-original design diminishes the historic character of the structure (1) Create a false sense of historic development (2) Staff’s solutions (painting to match, flush installation and bulky visors) still results in non-compatible architectural features (8) Not compatible with the original resource (the building) or the adjacent properties (10).

25 25 Commission Options Uphold the decision and findings; Uphold the decision and modify the findings with conditions of approval; Overturn the decision and sustain the appeal; or Request applicant to modify the proposal in order to meet the approval criteria. (This option requires the applicant to return at a later date with revised drawings and findings.)

26 26 Staff Clarification The Landmark’s Commission made a recent determination on a prior case (12-137634 HDZ) during discussions that occurred at the August 20 th and September 24 th hearings, that approval criteria 33.846.060.G should not only address the district as the resource but also the individual buildings in the district. The findings for the subject case before you today were finaled before the Commission adopted the revised findings for this prior case. When the findings for the subject case are revised to reflect the Commission’s decision, they will be updated to be consistent with this recent determination of resource.
