1 ICT & YOUTH ACTIVITIES IN PAKISTAN AND TURKEY Ximena Del Carpio Siddhartha Raja April 18, 2016

2 CONTEXT Information & communication technologies (ICTs) create new opportunities for employers and workers to connect to new markets, resources, and each other. Can we use ICTs to address some part of the challenge in finding young people good jobs? In conflict-affected or fragile situations? The three building blocks for expanding ICT opportunities are (i) increased awareness of global opportunities; (ii) development of market relevant skills; and (iii) expansion of IT and ICT sectors. The advantages include: (i) tapping into a national or global pool of demand; (ii) acquisition of globally relevant and ‘mobile’ skills’ and (iii) increasing technological adoption in a community, leading to spillovers.

3 ACTIVITIES IN PAKISTAN, TURKEY PAKISTAN (R1) Connecting young people, women, and rural communities in Khyber Pakhtunkhwa (KP) to digital jobs Rapid rollout strategy: A ‘30-30-40’ story Target is >3000 people working online Leveraging Government funding Attracting private investment Influencing other provinces Challenges: Demand, rules for entrepreneurship TURKEY (R2) If and how the private sector could play a role in responding to refugee crises? Can connecting to global (or even national) demand reduce the pressure on hosting communities? Plan: 500 beneficiaries, including refugees (likely SuTPs), and locals facing employment vulnerability due to the labor market shock Focus will be on impact sourcing, mainstreaming into the existing BPO industry Aim is to build a scalable, sustainable partnership
