2 Functions of the Policy unit  Policy formulation, analysis and implementation  Provide input and recommendations on targets for Ministry Performance Contracts such that they are aligned to the policy goals of the Ministry  Evaluate and facilitate programme implementation, highlight bottlenecks and impediments for the attention of the Director  Provide a platform for coordinating various actors at every level including development partners and NGOs active in WASH to achieve set targets within the Ministry’s overarching policy framework  Monitor the implementation of work plans ensuring alignment between them and national goals and strategic targets

3 The Sustainable Development Goals For Water and Sanitation “Ensure availability and sustainable management of water and sanitation for all“. Goal 6 encompasses the following targets:  6.1 by 2030, achieve universal and equitable access to safe and affordable drinking water for all. 6.2 by 2030, achieve access to adequate and equitable sanitation and hygiene for all, and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations. 6.3 by 2030, improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated waste water, and increasing recycling and safe reuse by x% globally.

4 The Sustainable Development Goals  6.4 by 2030, substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity, and substantially reduce the number of people suffering from water scarcity. 6.5 by 2030 implement integrated water resources management at all levels, including through trans boundary cooperation as appropriate. 6.6 by 2020 protect and restore water-related ecosystems, including mountains, forests, wetlands, rivers, aquifers and lakes.

5 The Sustainable Development Goals  6.A by 2030, expand international cooperation and capacity-building support to developing countries in water and sanitation related activities and programmes, including water harvesting, desalination, water efficiency, wastewater treatment, recycling and reuse technologies. 6.B support and strengthen the participation of local communities for improving water and sanitation management.

7 Looking Backwards at the MDG’s  Millennium Development Declaration (2000) called for the world to halve, by 2015, the proportion of people without access to safe drinking water as well as the proportion of people who do not have access to basic sanitation.  Globally MDG Target on Water was met in 2010- 91% of global population now uses an improved water source.  68% of people use improved latrines ( No. of people who practise open defecation reduced from 24% to 13%)  Sanitation target was missed by 0.7 billion people It focused more on ACCESS, the issues of sustainability and equity did not stand out.

8 Looking Backwards at the MDG’s  Sanitation target was missed by 700 million people  68% of people use improved latrines ( No. of people who practise open defecation reduced from 24% to 13%)  By the end of 2015 2.4 billion people still lack improved sanitation It focused more on ACCESS, the issues of sustainability and equity did not stand out.
