The Institute,among other tasks: monitors the quality of professional work; engage in licensing, accrediting training programs and supervision of employees; develop a system of quality in social and child protection. The Government of Montenegro adopted the Decree on the Organization and Manner of Work of State Administration on 27.02.2014. The Director of the Institute has been appointed after the entry into force the mentioned Law.

Local plans for the promotion of social inclusion - the development of social welfare services 15 Montenegrin municipalities got support in the preparation of local plans for the promotion of social inclusion through the project Reform of the Social and Child Welfare IPA 2010. The Law on Social and Child Protection provides that in the development and financing of social services and child protection funds provided from the state budget, municipal budget, donations, lottery and other sources, in accordance with the Law. It is foreseen that the mentioned funds are financing : services for social and child protection needed by the municipality and innovative services and social services and child protection particularly importance for the country. It also stipulates that the amount of funds for services, the criteria for their allocation in individual municipalities, criteria for participation of local government and the dynamics of the transfer of funds determined by the Ministry of Labour and Social Welfare.
