Some reasonable suppositions Chancellor won’t go the distance on austerity – but this may not benefit councils. Higher level of retained rates: pilots of 100% retention in Manchester and Cambridge, up to 66% in others? Early LGRR system reset to allow redistribution to smaller and poorer authorities. Devolution deals will move into questions of service reform, especially in two tier areas. Government strong-arming ‘voluntary’ structural change in some parts of the country. 11
