2  Elizabethtown Independent has been required to participate in CEIS since 2009. We were found disproportionate in the following areas…  2009-2010 Eligibility (MMD-African American)  2010-2011 Eligibility (MMD-African American)  2011-2012 Eligibility (MMD-African American)  2012-2013 Eligibility (MMD-African American)  2013-2014 Discipline (Suspensions- African American)

3  15% of our IDEA funds must be spent on coordinated early intervening services (CEIS).  CEIS is for students in K-12 grade who are NOT currently identified as needing special education or related services but who need academic or behavioral supports to succeed in general education environment.  Interventions must be research based.  Funds MAY be used for professional development to enable personnel to deliver interventions.  Funds must supplement, not supplant services already being provided.  LEA must report to KDE number of students who receive CEIS. Students will be tracked for 2 years following CEIS.

4  Director of Special Programs holds and manages the budget for CEIS.  District Instructional Team takes part in discussions annually regarding how the money will be spent and needs at each building.  We have tried to utilize funds each year based on reason we were found disproportionate (Example: Eligibility – used funds for academic and instructional needs, Discipline – used funds to reduce suspensions).

5  Each student is flagged in IC once they begin CEIS.  Each school is responsible for their own reporting (flagging) of students. Typically it is the RTI Service Provider or Counselor. (Our flagging has not been real consistent which has prevented us from having the most helpful data.)  Periodically throughout the year the Ad Hoc Report is pulled to review students being served. This report is then turned in to KDE at the end of the school year.

8 Behavior Interventions at all levels: Positive Behavior Instructional Supports - Clear School-wide expectations. -Wrap around support for tier-2 and tier 3 students (PASS, Check & Connect) -Partnering with GRREC and Kelly Davis as a Behavior Consultant next year to take a look at our data and help schools get to the next level. Graduation Assistant (middle/high) - Caseload based on Persistence to Graduation Tool & Administrator Request - Checks in with students regularly to check on academics and behavior - Meets with students prior to disciplinary action or if student just needs to talk Counseling - We have a local counselor come in and provide individual counseling as needed (Youth Resource Center manages this service) Children’s Therapeutic Rehabilitation Program - CEIS helps provide supplies and resources for the program that works with K-6 grade students needing intense behavioral/mental health services

9  Since 2009 we have served over 300 students through CEIS.  Of those students only 5 have been referred AND qualified for special education (with 2 still in the referral process).  We NO LONGER are required to implement CEIS due to eligibility – we have made appropriate progress in this area thanks to these interventions.

10  Next year we are still required to implement CEIS based on our suspension data.  In preparation we have decided to utilize our funds primarily on behavioral interventions and supports.
