2 NHS England – organisation structure Nationwide organisation Matrix working Some centralised activities, but majority of funding and staff sit in area teams within the four regions of North, South, East and Midlands and London. London has one area team split into 3 ‘patch teams’ – NW London, NE and N Central London and South London. Analytics is a national team function sitting within the Policy Directorate under the Chief Analyst, supporting national activities. Analytical staff are embedded within regions supporting assurance, nursing, medical and direct commissioning activities 2

3 Section 7a Public Health Commissioning Under section 7a of the NHS Act 2006 as amended by the H & SC Act 2012, the secretary of state for health has delegated to NHS England responsibility for certain elements of public health functions. These include: Immunisation programmes Children’s public health service (Early years 0-5, Health Visiting etc.) Child health information systems Cancer and non cancer screening Also covers Health in the Justice System and Military Health 3

4 Analytical support to Section 7a commissioners We provide analytical support for: Contract management – performance data, KPIs Quality management – “KPI plus” – quality standards, outcomes frameworks, clinical outcome data – whole pathway analysis (i.e. not just the screening event). Providers and population. Commissioning intelligence – “Public Health Intelligence” – supporting commissioners and PHE embedded staff at NHS England to identify unmet need Our current biggest challenge is getting this data to flow into NHS England in a timely manner. 4

6 Commissioning intelligence – challenges 1 Commission on need, not on the last year’s activity. But do we have the data? Commissioning levers for providers data on activity and KPIs/quality activity, and from other sources for the population perspective We can tackle reducing variation in provision and outcomes for the population across London We can support future planning, using demographic statistics. Some data sets we can access will allow us to look at health inequalities, but broadly speaking we have breadth rather than depth in this regard – we don’t have (de-identified) patient level data (yet!) Commissioning strategy for data 6

7 Commissioning intelligence – challenges 2 But how can we identify need? We need to work with partners such as NICE (R&D and assessment of clinical effectiveness), PHE KIT but particularly in LA PH to help identify need. Needs assessments, JSNAs, HWS produced by LA PH will be invaluable for us – local knowledge! (e.g. MMR catch up campaign identifying vulnerable groups) Not just PH, but Directors of Children Services (Early years etc) Examples: equity of screening coverage for individuals with learning disabilities; MMR uptake in vulnerable groups. 7

9 Call to action Please don’t exclude section 7a public health activities from your analysis of need. Your depth of knowledge for your local area is invaluable. Patch teams are engaging with local authority public health and CCGs. They are keen to build close working relationships that will help inform commissioning priorities.
