The trade license for the precursors (issued by Ministry of Health or Agency for Pharmaceuticals and Medical Devices) a)First and second category (3 years) b)III category (5 years) 2. The licence for import, export or transit (issued by Ministry of Health or Agency for Pharmaceuticals and Medical Devices) The license have to be used within 30 days from the date of issuance of the license, in simultaneous manner. One copy of the license shall be submitted to the applicant, as well as to the Customs Administration.

CUSTOMS UNION Chapter 29: M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 29: Customs union MUTUAL COOPERATION The Customs Administration is obliged to certify the license, to write the date and place of customs clearance and to return the certified license to the competent authority. Competent authorities, institutions and legal entities shall mutually collaborate in order to prevent illicit trade of precursors and their use in the manufacture of narcotic drugs and psychotropic substances.

CUSTOMS UNION Chapter 29: M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 29: Customs union MUTUAL COOPERATION Legal entity that has performed the export or import of precursors is obliged to submit to the competent authority a report on the actual quantities of imported or exported precursors. Legal entity performing the manufacture or the trade of precursors is obliged to notify the competent authorities and the Police Administration of all facts that indicate suspicion of abuse of precursors.

CUSTOMS UNION Chapter 29: M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 29: Customs union REPORTING The report on import and export of precursors for the previous year and annual needs, legal entity is obliged to submit to the Ministry of Health or to the Agency. The report on seized quantities for the previous year, the Police Directorate is submitting to the Ministry. The reports are consolidated and sent by the Ministry to the International Narcotics Control Board.
