2 Biennial Report Mandate Commission is required to submit report to Legislature every two years This report is 6 th Biennial Report on the MISP, outlining program activities and vessel- reported traffic and management practices from July 1, 2010, through June 30, 2012. Pursuant to Public Resources Code 71210 and 71212

4 Vessel Traffic to California Ports

5 Compliance With Ballast Exchange Requirements from 7/1/10 through 6/30/12 122+ million metric tons of ballast carried into CA – 120 MMT (98%) managed in compliance with CA law Majority of arrivals (84%) report no discharge 28 MMT reportedly discharged into California

6 Looking Forward Improve compliance with ballast water management laws Continue to support ballast water and biofouling research Compile and analyze data related to vessel hull husbandry Continue to develop regulations, in collaboration with stakeholders, governing the management of biofouling for vessels operating in California Work with stakeholders to evaluate plans to implement California’s performance standards for ballast water discharge – Assessment of shore-based ballast water reception and treatment facilities – Protocols to assess compliance with California’s ballast water performance standards
