3 Purpose of Foreign Comparative Testing Program 用意 Authorized in 1989, Test items and technologies of U.S. foreign allies that have a high Technology Readiness Level (TRL) in order to satisfy valid defense requirements quickly and economically Help to foster bilateral defense spending between the U.S. and its allies through defense procurements Achieve cost savings by avoiding research and development costs, lowering procurement costs, reducing risks for major acquisition programs Accelerating the fielding of equipment critical to the readiness and safety of U.S. combat forces

5 Objectives of Foreign Comparative Testing Program 目標 Improve the U.S. Warfighter’s capabilities and reduce expenditures through: Rapid fielding of quality military equipment Eliminate unnecessary duplication of research, development, test and evaluation Reduce life cycle or procurement costs Promote competition by qualifying alternative sources Improve the U.S. military industrial base

6 Program Management 管理 Authorized by Title 10, United States Code and the Defense Authorization Act. FCT is administered by Under Secretary of Defense for Acquisition, Technology & Logistics (AT&L), Deputy Under Secretary of Defense (Advanced Systems and Concepts). Managed by: -Office of Secretary of Defense, Comparative Testing Office (CTO) -Service Level (Air Force, Navy, Army, Marines) CTOs -Special Operations Command (SOCOM) CTO

7 Program Process 過程 Vendors review posted DoD requirements and propose items to FCT point of contact (POC) Or, FCT POC discovery through market research then contacts vendor Vendors and FCT POC jointly develop project proposal (end item or fit onto an end item, cost, duration,, test methods, benefit) Services submit project proposals to OSD Comparative Testing Office (CTO) for evaluation OSD CTO, with the concurrence from DUSD AT&L, selects prospective FCT projects List of FCT projects is submitted initially in the President’s Budget (PB)

8 Program Process Later in the year, summary data on each project are formally nominated to Congress If no Congressional questions are asked after a “30-day Congressional Notification Period”, the project is considered Congressionally approved and is ready to receive funding at the beginning of the new fiscal year In general, the projects are less than 24 months Approved projects must submit quarterly progress reports, a test report, disposition report, and respond to other requests for information

9 Proposals are drafted jointly by service FCT representative and the contractor. 16 Success Stories 成功的項目 Since the beginning of the program to 2014: DoD investment: $1.23 Billion 271 successful projects led to procurements worth $10.9 Billion Accelerated fielding of combat capabilities on average of 2-4 years Led to foreign vendor teaming with U.S. industry in 34 states for roughly 30% of the projects procured Average project cost: $600K-$800K Average project duration: 18-24 Months Over 22 countries have participated

18 How do you participate? 如何參與 Check the requirements based on FCT Focus Areas or Federal Business Opportunities website Follow procedures in Foreign Comparative Testing Program Procedures Manual, DoD 5000.3-M-2 Complete a Product Template, Contact CTO or Service POCs and complete a Nomination Proposal (TRL level, valid requirement, market investigation, acquisition strategy i.e. service intent to procure or insertion to an existing project, potential benefit, level of user advocacy, test procedures and plans, special contracting consideration)

19 FY-16 FCT Focus Area 1 焦點 1 Force Application: FCT will invest in cross-domain Force Application technologies for new and emerging capabilities with international partners, including but not limited to these Defense-wide requirements that are consistent with strategic priorities: Anti-Access/Area Denial Robotics and Autonomous Systems Interoperability across Platforms and Systems Countering Unmanned Systems.

20 FY-16 FCT Focus Area 2 焦點 2 Force Logistics: FCT will invest in cross-domain Force Logistics technologies for new and emerging capabilities with international partners, including but not limited to these Defense-wide requirements that are consistent with strategic priorities: Reducing Soldier Load Interoperability across Platforms and Systems Energy Solutions.
