1 Thank you for your interest in establishing a new Scarlet & Gold Event Committee in your region to raise funds to support the Marine Corps Scholarship Foundation. Currently, more than 30 events each year are supported by 26 Committees and 500 volunteers throughout the country. Your interest in joining this group of committed volunteers is greatly appreciated and will significantly benefit the children of Marines and Navy Corpsmen whose parents have been killed or wounded in combat or are in financial need. 2 Step 1: Contact the Scholarship Foundation at 703-549-0060 or events@mcsf.org toevents@mcsf.org share your interest in starting a Committee Step 2: Determine a proposed type and date of event Step 3: Determine the region/city in which to hold an event Step 4: Establish a core Scarlet and Gold Event Committee of 4-6 members minimum Step 5: Provide information determined in steps 2-4 to receive conditional approval from Scholarship Foundation before moving forward with next steps Step 6: Establish a business plan Step 7: Establish a budget Step 8: Submit business plan and proposed budget for approval Step 9: Sign Memorandum of Agreement with the Scholarship Foundation no later than 9 months prior to an event date Initial Steps to Create a New Scarlet and Gold Event Committee

3 Responsibilities of the Marine Corps Scholarship Foundation Once the Memorandum of Agreement has been signed by the Committee Chairmen and the Scholarship Foundation, the Scholarship Foundation will support your event in the following ways: Financial – Process all income and expenses – Provide semi-monthly financial reports to Chairman – Send tax acknowledgement to all donors – File tax documents with IRS on behalf of the event – Submit event budget request for approval by Board of Directors – Review and sign vendor contracts on behalf of Committee – Establish a Tax ID number for your Committee with the IRS – Collect and process all cash revenue generated at your event, in partnership with the Committee Marketing – Create and maintain event website – Provide Scholarship Foundation brochures to Committee for distribution at event – Provide Scholarship Foundation promotional video – Provide Public Service Announcements – Promote event date through newsletters and e-newsletter Administrative – Certify event with state officials to permit solicitation of charitable contributions – Provide and purchase event liability insurance – Provide online toolbox with Scholarship Foundation and event planning resources Fundraising – Provide staff support for sponsor solicitations of $25,000 or more – Provide fundraising tools for sponsorship outreach – Provide a list of potential sponsor prospects in your region Operational – Process event participant registrations and provide timely registration reports to Committee – Day-of staff representation at event – Provide hardware and software for on-site day-of credit card payments – Provide contacts for military Guests of Honor – Provide annual training opportunity during Event Leadership Conference in Washington, DC – Provide opportunity to purchase at-cost promotional gift items for event participants Scholarship – Administer and award all scholarships created through event contributions – Identify scholarship recipients to invite to speak at event

4 Responsibilities of the Scarlet & Gold Event Committee Upon signing the Memorandum of Agreement, the Scarlet & Gold Event Committee agrees to the following responsibilities: Financial – Follow all Scholarship Foundation financial policies & procedures – Confirm accuracy of semi-monthly financial reports provided by Scholarship Foundation – Provide annual event budget for review by Scholarship Foundation Board of Directors – Submit vendor contracts for review and signature by Scholarship Foundation – Manage event budget to maintain an expense ratio of no more than 30% Marketing – Use approved Scholarship Foundation logo in all materials – Produce and distribute all event marketing materials and invitations – Submit marketing materials and invitations to Scholarship Foundation for review – Provide event information, including sponsorship levels and cost of goods and services, to Scholarship Foundation to build event website Administrative – Update business plan and other event documents annually – Submit new events for approval by Scholarship Foundation, when applicable – Obtain a Certificate of Insurance from each vendor providing services to an event and provide a copy to the Scholarship Foundation Fundraising -Work with Scholarship Foundation staff to create sponsorship levels and related benefits -Manage sponsor prospect list -Cultivate, solicit and secure event attendees and sponsors Operational – Manage Committee structure, meetings and outreach to potential new members – Plan and execute all logistical details of event – Secure and manage attendance of honorees, including military Guest of Honor, with the exception of the Commandant and Assistant Commandant of the Marine Corps, which are handled by the Scholarship Foundation. – Review registration reports provided by Scholarship Foundation for accuracy Scholarship – Secure and manage attendance of scholarship recipient to include in event speaking program – Provide details of annual scholarships created through event sponsorship – Ensure that sponsorships which include a named scholarship are at a level at least $2,500 (per scholarship) more than the determined Costs of Goods & Service
