3 2016 Draft Vision Statement Active modes of transportation, such as bicycling and walking, will be an integral, convenient and safe part of daily life in Monterey County for residents and visitors of all ages and abilities.

4 Goal #1: Active Transportation trips Increase proportion of trips accomplished by biking and walking

5 Goal #1: Active Transportation Trips Objectives:Programs: Increase number of bicycle trips from 0.7% in 2014 to ___% by the year 2022 Increase number of walking trips from 3.1% in 2014 to ___% by the year 2022 Continue to support bike month activities, Ciclovia and other active transportation activities Develop a bicycle and pedestrian count program

6 Goal #2: Safety Improve bicycle and pedestrian safety

7 Goal #2: Safety Objectives:Programs: Reduce the number of bicycle and pedestrian collisions, injuries and fatalities by __% within five year Employ best practices and innovative facility designs, such as Class IV protected bike lanes, countdown signals or pedestrian scrambles when appropriate Collect and maintain bicycle and pedestrian collision data; target future projects at high collision locations

8 Goal #3: Enhance Connectivity Remove gaps and enhance bicycle and pedestrian network connectivity

9 Goal #3: Connectivity Objectives:Programs: Construct top 10 high-priority bicycle and pedestrian improvements by 2025 Increase Monterey County’s bikeways miles by __% Complete Monterey Bay Sanctuary Scenic Trail by 2030 Integrate bike and pedestrian planning with construction Implement Wayfinding Plan by signing __% of routes by 2022 Increase bicycle and pedestrian support facilities, such as bike racks, lockers and wayfinding signs

10 Goal #4: Equity Provide improved bicycle and pedestrian access to diverse areas and populations in the County

11 Goal #4: Equity Objectives:Programs: Encourage participation from all areas of County in Bicycle & Pedestrian Committee Designate high priority projects in North County, Monterey Peninsula, Salinas and South County with special considerations for disadvantaged communities Encourage project design that accommodates all ages and abilities Language translation for event and program announcements, like Bike Month, and safety outreach materials distribution

12 Goal #5: Education Increase education and awareness of environmental & public health benefits of walking and biking

13 Goal #5: Education Objectives:Programs: Work with local agencies to support, promote and institutionalize bicycle and pedestrian safety education and outreach programs. Continue to host bicycle safety trainings, and encourage participants to become League of American Bicyclists League Cycling Instructor. Continue to support bicycle rodeos in schools.

14 Goal #6: Quality Facilities Maintain and improve the quality of the bikeway & walkway network.

15 Goal #6: Quality Facilities Objectives:Programs: Encourage implementation and maintenance of bikeway and walkway network in jurisdiction plans and capital improvement programs Continue to administer bike facilities service request program

16 Criteria for High Priority Projects Increase Active Transportation Trips Provides a connection to major destinations, such as employment, shopping, community center, schools, transit centers Creates more comfortable walking or biking experience Improve Safety Addresses location with high collision history Enhance Connectivity Fills a gap in an existing route Equity Helps create geographic equity in list of priority projects throughout the County Maintain and Improve Quality Facilities Improves or maintains quality of existing facility with high usage, or in a way that will increase usage
