6 Revenues and Accountability Measures Partial HST Rebate: –New funding source administered via the Canada Revenue Agency to municipalities and local service districts –25% of the provincial portion of the HST beginning in January 2016 –57.14% in January 2017 –Approximately $1.9 million in new revenue in 2015-16, $10 million in 2016-17 and over $17 million annually thereafter

7 Revenues and Accountability Measures Sharing Provincial Gas Tax Revenue: –New funding source whereby Government will share provincial gasoline tax revenue with municipalities: –0.50 cent per litre in 2015-16 providing $3.6 million in new revenue –0.75 cent per litre in 2016-17 providing $5.3 million in new funding, and –1 cent per litre from 2017-18 onwards at $7.1 million annually

8 Revenues and Accountability Measures Three-year commitment to maintain Municipal Operating Grants at current investment levels: –$22 million per year for three years –A review of grant amounts is scheduled for 2016-17 –Will provide stability and predictability in funding for planning purposes

9 Revenues and Accountability Measures Accountability Measures: –To access Municipal Operating Grants and Provincial Gas Tax, municipalities must submit: Municipal Budget; Audited Financial Statements; Tax Receivables Summary; and Tax Recovery Plan –Maintain own source revenue levels on a per capita basis –Participate in the water and wastewater initiative (*pilot communities only)

11 Capacity Supports Regional Water/Wastewater Operators Pilot: –Approximately $1 million investment –3.5 year pilot project, from October 1, 2015, to March 31, 2019 –Eastern, Central and Western Regional Service Boards have hired regional water/wastewater operators to work with selected communities to address water/wastewater infrastructure operations and monitoring challenges

12 Capacity Supports Engaging a Consultant on Drinking Water: –Big East Engineering has been engaged to focus on solutions to reduce boil water advisories –The consultant will develop Standard Operating Procedures to help communities identify required steps to lift boil water advisories –Annual investment of $180,000 to implement in select communities

14 Capacity Supports Municipal Crown Lands Reserves: –New policy and procedures have been developed to allow municipalities to reserve Crown lands –Assists municipalities to acquire Crown lands at market value in a phased approach for development –This new process has been communicated to all municipalities

16 Other Initiatives Provincial-Municipal Asset Management Framework: –A framework is being developed to provide further details on the current state of municipal infrastructure in the province –Consultations have begun with the Joint Infrastructure Committee to develop this management framework –Will support municipal infrastructure planning in the province

17 Other Initiatives Exploring Regional Governance: –To determine whether a model exists for a regional governance structure that would further improve sustainability –An advisory committee has been established to provide advice on the principles and main components of a potential new regional governance model –Public consultations will begin in 2016

18 Other Initiatives Exploring Municipal Authority to Blend Business and Realty Taxes: –To explore the potential impacts of legislative changes should municipalities blend business and realty taxes –9 in-person business stakeholder consultation sessions were held province- wide in September - October –Online survey (Professional Municipal Administrators, businesses, St. John’s Board of Trade)
