1 FAS Training 2016 SMR 7 Bovine Identification & Registration (IDR) Integrated Controls Division

Bovines - SMR 7 Identification and Registration  Tagging.  Passports.  AIMS Database - Registration/Notification.  Maintenance of Bovine Herd Register. 2

3 Calves – SMR 7 Tagging/Registration  Use approved ear tags on both ears.  Tag home bred calves <20 days or earlier if leaving the holding.  Register within 7 days of tagging in any event not later than 27 days (max).  Farmers should not register eartags prior to tagging.

Calves – SMR 7 Tagging/Registration Calves < 27 days at inspection will be checked for compliance with registration before the file is cleared. Calves found at inspection >27 days not tagged or registered will be sanctioned under 4 pillars. Tagging, Passport, AIM and Bovine Herd Register. 4

AIMS Database  Notifications to Database must be within 7 calendar days.  Late notifications to database will attract weightings even if the animals in question are correct at the time of the inspection. 5

Animals missing one tag  Any animal missing one eartag will receive weightings (2). Where more than 5 animals (herd 100) 4 weightings will apply.  Must be evidence that there was a tag in other ear.  30%+ loss rate = minimum 1% sanction  When an animal looses one tag it should be ordered immediately, thereby reducing the risk of animals becoming unidentified. 6

Requirements - Lost tags  At inspection animals missing both tags will be sanctioned unless identifiable and replacement tags have been ordered in advance of inspection notification.  Tolerance will apply depending on herd size & number missing both tags. 7

Farm to Farm Movements 8 Requirement:  In farm to farm movement/sales the Purchaser is responsible for the return of the Notification document within 7 days of the movement taking place.  Both parties are legally obliged to keep the database up-to-date.

Farm to Farm Movements cont’d Cross Compliance – Purchaser Carries the responsibility for the return of the notification. Seller Responsible for obtaining the Compliance Certificate prior to the movement off the holding. 9

On-farm Deaths  Herdowner is responsible for notifying the database of on-farm deaths!!  NBAS 31D form should be completed with Knackery agent and fee paid to collection service.  Death notifications not notified to database where farmer is at fault will be sanctioned. 10

Passports  Animals moving into herds must be accompanied by valid passports.  Passports must be signed & updated e.g. when purchased by the Herdowner.  Surplus Passports should be returned to the DVO.  Significant sanctions will apply where surplus passports are found on holdings where animals are found “live” on the Database & are not in the herd. 11

Requirements – Bovine Herd Register (BHR)  Update the BHR within 7 days of tagging an animal or movements into or out of the herd.  Retain purchase and sales receipts as back up for the Register.  If computerised registers are used they must be on the DAFM approved list.  Farmers since 2010 can register to keep the BHR online using AIM profile but must be registered with AgFood to be accepted. 12

Dept. Electronic Herd Register Advantages:  Can stop updating the paper Bovine Herd Register (Blue Book).  Can be used to register calves on line.  To apply for and notify a Compliance Certificate.  Potentially reduces Cross Compliance sanction for maintenance of BHR. 13

SMR 7 Inspection Inspecting Officer checks for  Tagging.  Registration/AIM.  Passports.  Bovine Herd Register. 14

Inspector has  Copy of the of current Herd Profile.  BPS maps for the holding. 15 Inspections

Inspection Passport checks  When counted, the Inspector checks that they match the number on the Profile.  That they are signed & up-to-date.  Passports are checked against the herd profile.  Surplus Passports for animals that have died and are still live on the Profile should have been notified & returned to the DVO. 16
