3 Services to be provided in Liverpool Contract to start from 1 st April 2014 for 3 years (possible extension for further 1 year based on budget availability and performance) Family Assessment Service

4 Legislation, Regulations & Guidance The Children Act 1989 The Public Law Outline (PLO); Practice Direction Guide to Case Management in Public Law Proceedings Good Practice Guidance on Working with Parents with a Learning Disability (DH 2007)

5 General Process Independent Family Assessments Instructed by the LA Capacity & ability of parents and/or other family to care and protect their children 60 full assessments per year

6 Specific Process Referrals by Designated Officer of LCC – Letter of Instruction – SW Assessment – Chronology – Other reports etc when available Timetable for starting the assessment Contact with family members within 5 working days Quarterly meeting with Designated Officer

7 Assessment Skills & abilities of family members to care for the children of the family Capacity & ability to protect and promote the safety & wellbeing of children to good-enough standard Capacity of family members to change

8 Assessment (contd) 8 meetings between assessor and family members Maximum of 8 weeks Written report – quality assured Failure to cooperate/termination of assessment

12 The Procurement Exercise The Procurement exercise will be conducted using a: Part B Open Tender Process

13 The Procurement Exercise The Part B Open Tender Process Procurement Exercise will be carried out in one stage: an Invitation to Tender (ITT) will be issued to you via the electronic portal containing all of the information that you need in order to submit your bid: Specification – the service to be purchased Background information Budget available Documents to complete and return

14 The Procurement Exercise Bidders need to return to LCC: Questionnaire – organisational information that allow LCC to assess the company (together with required attachments, financial docs, policies and procedures etc…) Method statement document – a series of questions that allow us to assess how you would meet the requirements of the service – your response is assessed against model answers prepared by Commissioner Pricing schedule – allows you to demonstrate that you can deliver the service specified within budget – assessed by Finance Officers using a standard format – worth 60% of total score

18 Tender Opportunity The Chest (Due North) Suppliers once registered can access support by using the supplier support guidance documents provided via “The Chest” (Due North) site. For technical support Due North staff can be contacted by using the phone number advised on the supplier home page.

19 Key Elements to Consider Attachments not labelled correctly as per question Missing attachments – LCC can request some of the required attachments to ensure compliance with requirements (but these cannot be scored) Missing Financial details – LCC cannot request you submit a missing pricing schedule Printed Signatures are not acceptable these need to be either an electronic signature or hand written signature scanned and uploaded as a separate attachment

20 Key Elements to Consider cont…. References – Contact the referee firstly to ensure that they will provide a reference – Secondly, that they will be available to provide this within the evaluation time period advised – Thirdly check that contact details provided are correct, i.e. email address

Please ensure that you answer all questions as fully as possible – including all attachments that you are asked to provide as part of your ITT submission Ensure that you fill out the enclosed Checklist indicating if you have included an enclosure ‘Yes’ or ‘No’ If you are unsure about any aspect of the service or procurement process please ask via the Discussion area on The Chest
