1 EMERGENCY OPERATIONS PLAN UPDATE City of Barstow

2 Introduction The Emergency Operations Plan (EOP) provides guidance for response to extraordinary emergencies  Earthquakes, floods, fires, and terrorism  Not intended for day-to-day operations  Focuses on operational concepts and response procedures to large-scale emergencies and disasters  Designed to be read, understood, and exercised prior to an event

3 Background Developed in accordance with the Standardized Emergency Management System (SEMS)(State of California) and the National Incident Management System (NIMS)(Federal) Complements the San Bernardino County and State of California EOPs Compliant with the FEMA and National Response Framework plans

4 Concept of Operations Initial response includes fire, police, hospitals, rescue, and hazardous materials teams. Saving and protecting human life is the first priority EOP is activated when local response agencies are reaching the limits of their resources The Emergency Operations Center (EOC) is activated to support responders, restore government, and assist affected residents

5 Phases of Emergency Management Mitigation and Prevention which eliminates or reduces likelihood of disaster and/or its consequences Develop and/or enhance response capabilities Response is the provision of emergency services during a crisis Short term goal: Restore vital services as quickly as possible Long term goal: Restore community to pre- incident conditions or better

6 Emergency Declarations Local emergency can be proclaimed by the City Manager (or designee) and the City Council Local emergency by City Manger must be ratified by City Council within 7 days Local emergency must be terminated by resolution as soon as conditions warrant Proclamations are normally made when there is an actual incident, threat of disaster, or extreme peril to the safety of persons, property, or the environment

7 Emergency Declarations Required for State assistance City may suspend orders necessary for the protection of life and property including a curfew Impose penalties for violation of lawful orders Provide and receive mutual aid Obtain vital supplies and commandeer if necessary for public use Conduct emergency operations without incurring liability for performance failure

8 Plan Organization The EOP is divided into 5 parts 1. Basic Plan: Describes the fundamental systems, strategies, policies, assumptions, responsibilities, and operational priorities  Essential Elements :  A description of emergency services provided by governmental agencies and how they are mobilized  An outline of the methods for carrying out emergency operations  An overview of the system for providing public information  Emphasis for planning for continuity of government

9 Plan Organization 2. Emergency Function Annexes: Discipline specific goals, objectives, and operational concepts 3. Support Annexes: Framework for the City to coordinate with volunteer, not for profit, and private groups 4. Hazard Specific Annexes: Concept of operations for specific hazards, threats, or incidents 5. Appendices: Subsequent plans, information, and procedures that support the EOP
