MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES Presentation By: Alice A. Kaudia ( PhD, HSC) Environment Secretary Ministry of Environment and Mineral Resources, Kenya Email: alice.kaudia@gmail.com 6/10/20161 MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES All rights reserved GREEN GROWTH AND THE IMPACT OF CLEAN TECHNOLOGY INNOVATION AT THE GRASSROOTS

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES INTRODUCTION: WHY GREEN GROWTH? INTRODUCTION: WHY GREEN GROWTH? Maasai Mau: forest destruction 6/10/20162

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES RATIONALE FOR GREEN GROWTH Most convincing reason based on empirical experience; the need to mitigate against and adapt to climate change and variability while sustaining economic and social development as well as environment sustainability. Aak presentation3

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES Manifestations of climate change - Kenya case 4 31/03/2010

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES Hence proposed innovations should.… Address and support adoption of such green innovations by “grass roots “ populations and this underlines the need for social appropriateness, affordability and potential to sustained a quality physical environment. 4/11/2009Aak presentation5

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES Green growth concept : Kenya context Not a new concept but has been the driving logic for some of the renewable energy and agroforestry projects implemented since late 1970s Aak presentation6

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES Some climate change responsive innovations for consideration by sector Based on what are considered priority sectors to support livelihoods, economic and development needs of grass roots communities and the urban poor ◦ Agriculture ( food and nutritional security) ◦ Energy ◦ Water ◦ Environment ( Waste management ) ◦ Information and knowledge management Aak presentation7

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES ORGANIC PRODUCTION AND CONSUMPTION INNOVATIONS Agriculture, food and nutrition security Aak presentation8 Crop diversification and re- introduction of early maturing, drought/pest/disease tolerant indigenous crops Breeding climate change resilient livestock and promoting high productivity indigenous livestock/poultry/fish. Latter is one of the current economic stimulus interventions by the government.

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES POOR QUALITY ENERGY: INDOOR POLLUTION, POOR QUALITY FOOD AND NUTRITION, LIMITED ECONOMIC AND SOCIAL GROWTH Innovations in Energy sector Improved cooking devices: ◦ Kenya Ceramic Jiko( since 1970s, claimed to save 50% charcoal); Source: http://ces.iisc.ernet.in/energy/paper/tech101/jikostove.htmlhttp://ces.iisc.ernet.in/energy/paper/tech101/jikostove.html Variants: Institutional wood fired ceramic stoves; Rocket stoves (promoted by GTZ since 2006) Portable Charcoal production kilns (ceramic lined) 6/10/20169

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES POOR QUALITY ENERGY: INDOOR POLLUTION, POOR QUALITY FOOD AND NUTRITION, LIMITED ECONOMIC AND SOCIAL GROWTH Portable innovations in Energy sector Improved cooking devices: ◦ solar cookers, dryers and lighting devices ◦ Biogas powered cooking stoves ( Digester portability?) ◦ Wind mills ◦ Geothermal 6/10/201610

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES SUSTAINABLE INTERGRADED WATER RESOURCES MANAGEMENT Portable innovations in water sector Need for efficient systems of protection and conservation of water catchment areas with community participation Household water-use efficient devices and practices ◦ Purification of portable water for human and domestic livestock consumption Promoting drip irrigation 6/10/201611

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES Water –use approaches for climate change mitigation: Replacing plastic containers and wasted labour capital with high opportunity cost 12

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES Community water conflicts are a threat to sustainable development 13 Introduce affordable tools for pitting and planting tree seedlings to support massive reforestation and enrichment planting of degraded water catchment areas. Current manual system is estimated to cost 2600US $ per Ha; a cost that could be halved through mechanization and Corporate Social Responsibility partnerships.

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES WEALTH IS IN RUBBISH: JOBS IN WASTE MANAGEMENT AND DISPOSAL SECTOR Environment Sector innovation: aim mainly at preventing emission of Green House Gases Replacing plastic bags to benefit rural women and the youth as they weave Tree seedling- containers ( 7.6 Billion trees to be grown by 2030). A substantial potential income to rural women and youth Promoting sorting waste at source Promoting conservation of waste to energy and organic manure Air Quality measurement devices (indoors and outdoors) 6/10/201614

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES TIMELY DISSEMINATION OF ACCURATE INFORMATION IS CRITICAL FOR MANAGING CLIMATE CHANGE Information and knowledge management and sharing Solar powered radios for accessing climate information in local language( Kenya Meteorological Department) Use mobile phones coupled with climate information service centre Portable weather monitoring devices Strengthening Indigenous Technical Knowledge in prediction of weather and climatic conditions 6/10/201615

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES NATIONAL CLIMATE CHANGE RESPONSE STRATEGY FOR KENYA CAN BE ACCESSSED AT http://www.environment.go.ke CONCLUSION Climate technologies have immense potential to support rural and urban poor address challenges posed by climate change However, factors that inhibit technology uptake should be addressed as a priority. 6/10/201616

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES Facilitating Technology enabled green growth requires Clear establishment of clientele needs and purchasing power Enabling access: affordability, knowledge, understanding the technology, local expertise and skills. for fast-track support Policy support : tax rebates, licensing fees… 6/10/201617

MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES The benefits of clean portable technology to the rural and urban poor can be summarized as : A healthy and secure environment that supports quality human health, productivity, economic and social development through creation of jobs and increased disposable incomes. ………THANK YOU……. 18
