Team competition: a non-completing combination will be awarded a sliding scale of penalties depending on which test was not completed: XC=Test 80/100 penalties horse inspection or non-completing the Jumping test =40/50 penalties (to be discussed). National Officials (art. 513): change to allow Assistant TDs, Assistant Course Designer & Assistant Steward to officiate abroad, providing they have the correct insurance coverage.
