2 The McKinney Act This Originally came from the Title I :Urgent Relief for the Homeless Act of the Homeless Persons’ Survival Act.This act was created to address the growing problems of homelessness. The name was later changed to the McKinney-Vento Homeless Assistance Act.

3 The McKinney Act This act originally consisted of fifteen programs providing a range of services to homeless people, including the continuum of care programs: The Supportive Housing Program The Shelter Plus Care Program The single Room Occupancy program The Shelter Grant Program

4 CONTINUUM OF CARE A set of three competitively-awarded programs created to address the problems of homelessness in a comprehensive manner with other federal agencies. HUD publishes a Notice of Funding Availability(NOFA) for the COC Homeless Assistance and applicants must submit specific information about a proposed project along with the COC application.

5 CONTINUUM OF CARE ELIGIBLE GRANTEES states, local governments, other government agencies Public housing agencies, Private nonprofit organizations’ Community mental health agencies

6 Shelter Plus Care Programs Awarded Through the COC and Administered by Greensboro Housing Authority Shelter Plus Care Home At last/Mary’s House Grace Homes Sheltering the Homeless Supportive Housing Program

7 HUD &CONTINUUM OF CARE HUD and the COC has enabled over 300 families to secure permanent housing and gain stability. 12families have maintained their housing in excess of five years. 25 families have transitioned to other programs.

8 HUD FUNDED The HUD funding provided through the COC allows the Greensboro Housing Authority to provide shelter and supportive services to a population that would be unable to meet the eligibility criteria for assistance through the regular housing programs.

9 Shelter Plus Care Programs Awarded Through the COC and Administered by Greensboro Housing Authority HUD’s CPD representatives provide technical assistance one-on-one and thorough training services in order to assist grantees to operate successful programs and maximize the number of homeless families receiving permanent housing.

10 THE SH PROGRAM Referral base program Chronically homeless with a disability (head of household) proper documentation required There are no criminal and credit checks We build positive relationships with the landlords, especially private landlords.

11 SUPPORTIVE SERVICES  Permanent Housing  Financial Assistance for Utilities (If client qualifies)  Case management  Childcare  Health care (Physical, Mental, dental)  Transportation  Employment & Educational Assistance  Alcohol & Drug services  Life Skill classes & more

12 How we make a difference SHP staff are continuously dedicated to improving the lives of the SHP participants. SHP staffs not only are dedicated to improving the lives of the participants, but we are also dedicated to improving & empowering every member of the household. Provides household with mattresses, household items, referrals for food vouchers, and furniture referrals. Case management for each household Coordinator carries a cell phone that is accessible 24/7 SHP Team has a van to transport clients to appointments if necessary. SHP team performs monthly home visits and random inspections

13 HOW PARTICIPANT’S ACHIEVE SELF-SUFFICIENCY We perform an assessment of the participant’s needs, strengths, weaknesses, and family history Allows the participant to set short term and long term goals during the assessment. Once housed we set the household up with services that are needed to improve quality of life. Ex. (drug or alcohol treatment, mental health counseling, Food Stamps, education services, vocational rehabilitation, and Goodwill Industries etc.)

14 SUCCESS STORIES Female client once substance abuser became a paralegal. Over 10 clients graduated from the program and received section 8 vouchers. Over five clients have received alcohol and drug services and successfully graduated from their Intensive outpatient treatment program.
