13 NM Legislative Update 30 Day Session 30 day sessions occur in even numbered years and only fiscal related legislation is germane unless the Governor decides to address specific policy issues 60 day sessions occur in odd numbered years and all legislation (fiscal and policy) is germane to the session

14 Legislative and Executive Leaders agreed to reduce revenue estimates by $125 million in FY 16 and $125 million in FY17 – Senate worked from -$95.0 million for FY17 NM Legislative Update

15 HB2 - FY16 Reductions HB2 impacts FY16 funding Section 10 reduces FY16 appropriations by $31 million or approximately 0.6% $5.1 million reduction for higher education $1.2 million reduction for NMSU system

19 FY 17 BUDGET – SECTION 12 The legislature included a provision in the bill which would have allowed the DFA to reduce recurring budgets by an additional $62.0 million if revenue is insufficient to cover the FY17 appropriation If triggered, would require an additional 1.2 percent reduction for FY17 or $2.4 million reduction for the NMSU system The Governor line item vetoed Section 12 If revenues are insufficient to cover appropriations a special session will be called

20 NM Legislative Update SB122 – General Obligation Bond Projects SB 122 includes $185.2 million in projects including - $15.2 for senior centers - $10.0 million for libraries including $3.25 million for academic libraries; - $142.0 million for higher education institutions - $18.0 million for public safety related projects NMSU System received $27.5 million The GOB projects will be on the November ballot and will have to be approved by the voters Libraries will be included in Question 2 and higher education projects will be included in Question 3

27 The Path Forward – Dan Howard Some Sunshine Enrollment of first year students increased by 6.7% in the fall of 2015 Applications are up 7.2% for fall of 2016 300 students from technological universities in Mexico will begin English language training at NMSU this summer; many will enter our graduate programs We have asked HED for permission to charge residents of Mexico reduced out-of-state tuition (1.5 times in-state tuition)

28 The Path Forward Retention Student Success Navigators: provide academic and social support for first year students, intervene when students show signs of distress QuickConnect referrals went from 252 in Spring of 2015 to 998 in fall of 2015, and many faculty members actively intervened with students who were not doing well in class

29 The Path Forward Retention Faculty Senate passed legislation requiring reporting of early performance grades in 100 and 200 level courses allowing faculty members, advisors and navigators to identify and help struggling students early enough in the semester to make a difference in their academic success

30 The Path Forward Academics A general education taskforce is working to revitalize general education at NMSU by developing a more purposeful curriculum designed to produce graduates with skills and knowledge essential for lifelong learning and success in the 21 st Century

31 The Path Forward Research FY15 research awards for academic units were up by more than 18% over FY14

32 The Path Forward Fundraising Raised 2.5 million dollars to support scholarships on Giving Tuesday As of January 31, 2016: $50,382,888 has been raised toward our campaign goal of $125 million
