Melissa Lance Operations Systems Manager July 16, 2015 Connected Vehicle Update National and Virginia Perspective

Introduction Changes at the National Level USDOT Path to Deployment Moving Connected Vehicle Research to Deployment in Virginia 2

Connected Vehicle Changes at the National Level AASHTO Connected Vehicle Working Group Vehicle to Infrastructure Deployment Coalition (V2IDC) 3 Subcommittee on Transportation Systems Management and Operations (STSMO) TWG 3 TSM&O Research TWG 2 Systems Operations Performance Measures TWG 1 Systems Operation Strategies TWG 4 TIMTAG TWG 5 Connected Vehicles Chairs: Blaine Leonard, UT / Greg Larson, CA / Matt Smith, MI FHWA Liaisons: Robert Arnold / Jonathan Walker

Connected Vehicle Technical Working Group Recently Became Part of STSMO TWG Structure  Formally identified as TWG5 – Connected Vehicles  Leadership is part of STSMO Executive Committee  Serves as core technical group for SCOH on CV, AV and other future technical programs  Interacts with other sub-committees under the Standing Committee On Highways (SCOH) Role of STSMO TWG5 on Connected Vehicles  Resource to AASHTO committees on CV and AV issues  Address issues and policies of interest to operating agencies  Chairs will update STSMO members on V2I DC activities  Continued coordination with the CV PFS 4

STSMO CV TWG Core members (former CV WG Members) will be invited to become V2IDC TWG members STSMO CV TWG Chairs will be part of the V2IDC Exec Committee TWGs will consist of members from USDOT, State DOTs, Infrastructure Owners, OEMs, and Trade Association members V2I DC Expected to consist of about 45 people V2I Deployment Coalition 5

V2I DC Technical Working Groups Participation in TWGs  Chaired by State DOT representatives  TWGs open to entire stakeholder community The role of the TWGs will be to:  Discuss issues prioritized by the V2I DC and assigned to the specific TWG or identified b y TWG members  Recommend and/or perform actions to reach resolution of as many issues discussed in the TWGs as possible  Exchange information Working Groups will offer critical input through proposed project deliverables and technical memorandums that:  Identify enhancements needed to the V2I Guidance document and V2I deployment tools  Identify best approaches and practices to advance V2I deployment  Identify research gaps and approaches to overcome them  Sustain a strong peer exchange framework 6

7 Connected Vehicle Pooled Fund Study Since 2009, VDOT has been the lead state in a Pooled Fund Study to develop and evaluate Connected Vehicle technology and applications The program will prepare state and local transportation agencies for the deployment of Connected Vehicle technologies The Pooled Fund Study is in Phase II (July 2012 – December 2015) focusing on developing and field testing connected vehicle applications to determine benefits and lessons learned for large scale deployments Phase III (July 2015 – July 2017) – Will continue to focus research and development of connected vehicle applications

Connected Vehicle Pilot Deployment USDOT is awarding a Connected Vehicle Pilot Deployment in September 2015. The Pilot Deployment’s goals include:  Integrating connected vehicle research concepts into practical and effective elements, enhancing existing capabilities  Working with multiple stakeholders (private industry, states, transit agencies, etc)  Deploying applications using data from multiple sources (vehicles, mobile devices and infrastructure)  Considering multi-modal surface transportation (transit, freeway, arterial) Outcome:  Support an impact assessment and evaluation effort  Cost-benefit assessment  Operational systems that exist beyond life of program 9

Moving Research to Deployment in Virginia In 2011, a team led by VTTI with UVA and Morgan State was awarded a Tier 1 University Transportation Center (UTC) grant focused on Connected Vehicle Infrastructure  Enabled a variety of research activities in both V2V and V2I applications VDOT designed and built a test bed in Fairfax and on the Smart Road at VTTI In partnership with VTTI, VDOT is moving research to deployment through the branding of the Virginia Connected Corridor (VCC) UTC Program NOVA Testbed Smart Road Testbed Smart Road Testbed Build, Develop, Test Operate and Maintain Applications Operate and Maintain Applications Long Term Operations & Maintenance Long Term Operations & Maintenance Widespread Adoption Performance Measurement WE ARE HERE VCC Maturity 10

Virginia Connected Corridors The VCC is a connected vehicle environment focused on addressing several transportation challenges and providing opportunities to the CV industry In addition to CV technology, the VCC includes:  Support for third-party application development  Data services  Application Program Interfaces (APIs) and reference applications  Corridor visualization application The VCC will facilitate deployment and integration of connected vehicle data and applications into VDOT Operations Virginia Connected Corridors In partnership with 12

Virginia Connected Corridor 13

Virginia Automated Corridor 14 A partnership between VDOT, DMV, Here, Transurban and led by VTTI will enable advanced automated vehicle technologies in Virginia VDOT has committed to maintaining standards for completeness of marking and retro-reflectivity properties

What’s Next? 15 Expansion of the VCC Integration into operations at PSTOC Development of Connected and Automated Vehicle Strategic Plan
