3 WHAT IS HERITAGE? Heritage – Things Valued from the Past Intangible Heritage – oral histories, tradition, skills Tangible Heritage – historic resources Movable – artifacts, museums, archives Immovable – historic places Historic Places: a structure, building, group of buildings, district, landscape, archaeological site or other place in Canada that has been formally recognized for its heritage value.

5 PROTECTING HISTORIC PLACES IN LETHBRIDGE HOW? Heritage Management Plan (2007) Identifies practical and achievable objectives, actions, and strategies to protect and manage Lethbridge’s historic places. Historic Places Policy (CC33) (2007) Policy of Council to recognize and protect the community’s historically important properties. Identifies who has a role in preservation and conservation.

7 CITY COUNCIL Enact the necessary bylaws and make all official approvals of heritage management initiatives as well as approvals to designate individual historic places. Role of City Council (Historical Resources Act sections 26, 27, 28) Maintain Historic Places Policy (CC33) HISTORIC PLACES ADVISORY COMMITTEE (HPAC) Advise Council on potential historic properties, heritage preservation and liaise between council and the community on matters of heritage. Advises on heritage conservation matters. Comprised of 3 members

8 ADMINISTRATION (PLANNING AND DEVELOPMENT) Oversee the implementation of the Heritage Management Plan, provide advice to HPAC, and liaise between the various participants of the heritage management process. Manage heritage policy, regulation, designation process, and intervention (alteration) approvals PROVINCE OF ALBERTA/ALBERTA HISTORICAL RESOURCES FOUNDATION (AHRF) Provide resources that foster a culture of heritage conservation including education, technical support, and grant funding.

9 PROPERTY OWNERS Initiate the process. Historic places cannot be designated without the owner’s consent. Must sign an application form and an agreement waiving compensation.

10 HERITAGE RESOURCE MANAGEMENT Survey and POIL: Preliminary collection of a municipalities potential historic resources. (approx. 4500 sites) 2006 and 2016* Inventories (I – IV) Filtered subset of sites with “significance” and “integrity” (68 sites). 2007, 2009, 2011, and 2015 Register of Historic Places Listing of Municipally and Provincially designated sites 14 PHR 16 MHR* * Work currently underway

11 MUNICIPAL DESIGNATION PROCESS Municipal Historic Resource Designation Historical Resources Act allows Municipalities to designate a place as a Municipal Historic Resource by bylaw. Designation prohibits physically demolishing, disturbing, altering, restoring, and repairing a historic place without municipality’s written permission. Designation is registered against the land title for the property. Designated sites are eligible for funding from Alberta Historical Resources Foundation (AHRF). Determine if a place is worthy of protection, understand its heritage value and write a Statement of Significance (SOS) Property owner initiates by signing designation application and agreement waiving compensation Council issues property owner with Notice of Intent (NOI) to designate the place a Municipal Historic Resources. Achieved through a Request for Decision (RFD) Sixty (60) day waiting period elapses Council considers bylaw to designate as Municipal Historic Resource Bylaw registered against title of designated property and served on the property’s registered owner. Site is registered on the Alberta Register of Historic Places 3 properties (Buchanan, Collier, and Watson Residences being considered through RFD on March 21, 2016. 2 properties (Southminster United Church and Galt No. 6 Mine Site) being considered through bylaw on April 4, 2016.

14 2015-2016 IN REVIEW Heritage Survey Update to the 2006 survey as part of the SSRP Compliance Initiative Heritage Inventory IV Research and Statements of Significance (SOS) for an additional 8 sites Municipal Designations 3 completed designations Shackleford Residence, Nikka Yuko Japanese Garden, and Post Office 5 upcoming recommendations for designation (2 bylaws and 3 RFDs) Bylaws: Galt No 6 Mine Site & Southminster United Church RFDs: Buchanan Residence, Collier Residence, and Watson Residence Nikka Yuko Japanese Garden Post Office Shackleford Residence

15 2015-2016 IN REVIEW Plaques HPAC works with each property owner to install a plaque once designated Intervention Approvals Owners proposing work to a designated property must receive approval to do so Conservation Standards & Guidelines Education and Promotion Heritage 101 Updated Website Information
