2 Venice Italy Venice, capital of northern Italy’s Veneto region, is built on more than 100 small islands in a marshy lagoon in the Adriatic Sea. Its stone palaces seemingly rise out of the water. 7 Government Venice. One of the first cities in Italy to engage in international commerce after the devastations of the early Middle Ages, Venice established a maritime empire by 1300 and a territorial empire from the early 1400s. Its unique form of government, although not as perfect as its apologists claimed, was a model of a "mixed" constitution for the early modern world. Adapting to changing circumstances, its economy remained vibrant into the seventeenth century. It experienced little social turmoil, while its literary and artistic achievements were rivaled only by those of Florence and Rome. For most of its thousand years of existence, Venice was free and independent. One of the most successful states in Europe, it fell at last to Napoleon in 1797. Middle Ages Rome Europe
