1 Laboratory Health and Safety

2 P5 Demonstrate safe working practices in a scientific workplace. M5 Explain the need for current regulations and legislation in safe working practices. D4 Evaluate the regulation of safe working practices in a scientific workplace.

3 Regulations and legislation:
Task 5a (Merit 5) Complete attached worksheet to provide examples then explain the need for current articles of regulations and legislation (5 listed below) in safe working practices (M5). 1.COSHH regulations; 2.HSE inspectors; 3. UKAS assessments; 4. international standards relating to good laboratory practice and quality of service, e.g. quality standards (BS EN ISO/IEC 17025, GLP/GMP/GCP, BS EN ISO 9001); 5. Compliance regulations, e.g. FDA/MHRA/EMEA.

4 Task 5b Evaluate the regulation of safe working practices in a scientific workplace (D5). Judge the value of having laws/rules (listed in task 5a) relating to safely in the workplace and how well scientists implement those rules.

5 Consider (and explain) whether there is value in each article of legislation;
Laboratory workers and or Visitors Managers Society The environment Government International community of collaborating scientists.

6 Sources of information
Sources of information: CLEAPSS hazards, manufacturer’s data sheets, MSDS Safe working practices: use of fume cupboards; storage of chemicals and test samples; waste disposal; incident and accident procedures; risk assessments; COSHH register; good housekeeping, e.g. safe handling of pathogens; protective equipment, e.g. laboratory coat, protective gloves, goggles, visor, protective shoes, protective glasses.

7 Make notes on these reports in terms of Health and Safety.
Porton Down Dorset Biological Warfare Experiments. Zinc Cadmium Sulphide Small Pox.

8 Explain the need for current regulations and legislation in safe working practices (M5).
Complete the assignment brief worksheet to cover this part. Definitions: risk; hazards, e.g. harmful, toxic, flammable, oxidising agent, reaction with water to give flammable gas Risk assessment: need for; carried out for every practical activity; minimisation of risk; action to be taken when incidents occur.

9 Explain the need for current regulations and legislation in safe working practices (M5).
COSHH regulations; Control of Substances Hazardous to Health Regulations. HSE inspectors; Health and Safety Executive Inspectors. UKAS assessments; United Kingdom Accreditation Service.

10 COSHH regulations; Control of Substances Hazardous to Health Regulations.

11 HSE inspectors; Health and Safety Executive Inspectors.
The work of the Health and Safety Executive H and S Awards.

12 UKAS assessments; United Kingdom Accreditation Service.
UKAS Accreditation Delivering Confidence.

13 International standards relating to good laboratory practice and quality of service, e.g. quality standards. (BS EN ISO/IEC 17025, GLP/GMP/GCP, BS EN ISO 9001). 5. Compliance regulations, e.g. FDA/MHRA/EMEA. Compliance means carrying out the activities of health and safety. Regulation refers to rules or laws that make it illegal not to complete the activity for health and/or safety.

14 International Standards
Several quality system standards were developed in various countries in the 1960s and 1970s. The MIL-Q-9858A was established in the United States in 1963, and the BS 5750 was established in 1979 in the United Kingdom. These are probably the two most important standards from this era. The ISO 9000 series of quality standards was established in 1987 for implementing and maintaining a quality system. This standard is internationally accepted and can be used as a criterion for third-party quality assessment.

15 Brainstorm. The advantages of International Standards.

16 What is Compliance and why is it important?

17 Range to cover.. CLEAPSS hazards, manufacturer’s data sheets, MSDS
Regulations and legislation: Incident and Accident procedures. COSHH regulations; HSE inspectors; UKAS assessments; international standards relating to good laboratory practice and quality of service, e.g. quality standards compliance regulations.
