HEADLINE STATISTICS  3.8m young people (16-25) and 11.69 adults (26+) participate in sport at least 1 x week  34.4% of people in Bedford (16+) take part in sport at least 1 x week  Football is the 3 rd most popular sport (after swimming and the gym) for people 16+  6.86% of the population (3,080,000) play football at least 1 x month  Over 40,000 affiliated football clubs in England  Bedford has a total of 99 affiliated clubs with a total of 303 teams of which 295 play in Bedford.  Of the 295 teams operating in Bedford, 97 (32.9%) are adult teams, 128  (43.4%) are youth teams (all formats) and 70 (23.7%) are Mini-Soccer teams.  Decline in adult teams but increase in mini / youth teams

HEADLINE STATISTICS  Since 2000, the Football Foundation has supported 13,249 projects with grants worth £532,102,416  In the last 12 months the Football Foundation has supported 692 projects with grants worth £29,420,542 (total project cost of £78,866,675)  Since 2000 this has included 530 Artificial Grass Pitches, 2734 grass pitches, 904 changing rooms and 90 MUGA’s. In the last 12 months this has included 51 AGP’s, 63 grass pitches, 50 changing rooms and 1 MUGA.  Football participation has increased by 11% at funded sites, overall sports participation increased by 25.8%, 23586 volunteers gained qualifications

STRATEGIC NEED FOR BEDFORDSHIRE  Strong tradition of community use at school and relationship with local football clubs.  Recent housing growth and infrastructure developments within area.  Only 8 artificial pitches within 10 miles of the proposed site – only 3 AGP’s, (AFC Kempston and Wixams). 2 pitches have no community use, others sand based, no weekend use, no lines.  Playing Pitch Strategy for Bedfordshire being developed identifying need for additional 3G pitches in the area. This is based on every football team needing a training slot per week on a 3G pitch. Based on 301 football teams in the borough and considering existing capacity, there is a shortfall of 181 training slots which equates to 3.29 full sized 3G pitches. The FA identified that the location for the 3G pitches should be north-east Bedford, Rural north-west, south-east Bedford and rural south-west.

24. Redborne Pitch sited at back of school. Large car park Pitch had fencing all around it and lighting The pitch was surrounded by trees at the back, the school field and bund to suppress noise on the left. There was no housing overlooking the ground Managed site Pitch was very popular as in short supply Used by the school every day until 5pm and two nights a week until 6pm. Booked until 10pm with football clubs Used at weekends from 10.00am – 4pm. Tended to be less busy in the school holidays Pitch used as full pitch or split into 4 pitches Possibly up to 80 children per hour/ 240 per night

Preplanning discussions should be taking place with Bedford Borough Planning Department Planning application deposited with Bedford Borough Planning Department Application validated by Bedford Borough Planning Department

Bedford Borough Planning Department will consider all representations The Planning Recommendation will be made after the consultations and with regard to all planning legislation.

34. Planning Process – How it works Delegated Recommendations - The recommendation can be delegated if no objections The Recommendation will probably go to the Bedford Borough Planning Committee. This usually happens when an application has public interest or there are objections.
