1 NON STATE ACTORS INFORMATION SESSION ON THE 2010 CALL FOR PROPOSALS

2 Preamble 1.The 2010 NSA Call for Proposals was launched on 30 July 2010 2.The deadline for submission of concept notes is 13 September 2010: - Hand delivery: 16:30 hrs local time - Post/courier: date of dispatch, postmark or date of deposit slip

3 Preamble cont. 3.Application submitted late is automatically rejected 4.Duration of the action: - Minimum period: 24 months - Maximum period: 48 months 5.The call is restricted: 1.submit a concept note first 2.wait for invitation to submit full application

4 Concept note evaluation Scores 1. Relevance of the actionSub-score15 1.1Relevance of the action needs and constraints of the country/region to be addressed in general, and to those of the target groups and final beneficiaries in particular. 1.2Relevance to the priorities and objectives mentioned in the Guidelines. 5 5(x2)* 2. Effectiveness and Feasibility of the actionSub-score25 2.1Assessment of the problem identification and analysis. 2.2Assessment of the proposed activities (practicality and consistency in relation to the objectives, purpose and expected results). 2.3Assessment of the role and involvement of all stakeholders and, if applicable, proposed partners. 5 5(x2)* 3. 5 1.Maximum amount available is EUR 3.5 M 2.Size of individual grants: –Minimum amount: € 500,000 –Maximum amount: € 1,000,000 3.NSA from Kenya to co-finance with 10% 4.NSA from EU MS to co-finance with 25% Budget

6 Project Objectives The overall objective: Poverty reduction in the context of sustainable development, including the pursuit of the health related MDGs Specific Objective: To empower NSA to address regional and social disparities in safe motherhood through health related poverty reduction initiatives

7 Focal Sector 1.Health sector 2.Specific target: Safe motherhood integrated with: 1.nutrition 2.family planning. 3.Nutrition or family planning may be excluded with adequate prove of same action being implemented 4.Microfinance/revolving funds not allowed

8 Geographic Criteria 1.Arid and Semi Arid Lands (ASAL) or 2.Urban slums in Nairobi, Mombasa, Kisumu, Nakuru and Eldoret

9 Expected Results 1.Child and maternal mortality ratios reduced 2.Nutrition status of mothers, newborn and children under five years improved 3.Family planning uptake improved 4.Capacities of health-care delivery systems improved

10 Activities 1.Facilitate access of women to pre-natal and obstetric care 2.Improve the conditions of neonatal and postpartum care 3.Create awareness on need for skilled attendance at delivery 4.Improve early childhood (under 5 years) health 5.Improve nutrition for children and mothers such as exclusive breastfeeding, complementary feeding, vitamin A, etc. 6.Refurbishing and equipping maternity wards including supply of clean water 7.Facilitate access to treated bed nets for children and mothers

11 Activities cont. 8.Awareness creation on child immunization 9.Prevention of Mother to Child Transmission of HIV/AIDS 10.Training activities linked to reproductive health 11.Family planning initiatives 12.Prevention and treatment of obstetric fistula 13.Facilitate community involvement and training 14.Advocacy on safe motherhood, family planning and nutrition 15.Use of modern communication technology 16.Operations Research This list is not exhaustive

13 Eligibility Applicant: Who may apply? - Legal persons - Non profit making - Local NSA: registered at least 2 yrs (3 yrs if from EU MS) - Nationals of Kenya or EU MS Partnership - NSA from EU MS: minimum 2 local partners - NSA from Kenya: minimum 1 local partner

14 Eligibility Cont. Eligibility of Partners: - NSA: must satisfy same criteria as applicant - Local Authorities: from EU or Kenya. Must be constituted in accordance of country legislation

15 PADOR Registration Prior registration of the applicant in the PADOR system Applicants: before submitting concept note Partners: before submission full application
