8 NM and VCS regulation  RFF brings network benefit, however more is needed:  RFF needs more capacity to meet network objectives  That’s why we need 8.33 Vertical Expansion.  NM will be part of 8.33 Vertical Expansion  Rule: Implement what is required by the rule (cf. IFPS)  Measure the 8,33 benefit with the Radio Frequency Function  Additional tasks are required for a successful implementation of 8.33 below FL195 that will bring network benefit (Mainly capacity). 8.33kHz VCS briefing8

9 9 Previous 8.33 Implementation(above and below FL195)  EUROCONTROL was heavily involved in previous 8.33 implementation (above FL195).  Implementation started in 1993, almost all aircraft are equipped (above FL195)  European Commission hold a workshop on 27/01/2015 to collect stakeholder feedback (Incl. GA).  Potential safety issues.  Cost issues  Management of the exemptions (Coordinated at European level)  AAB/5 (26-27 March 2013) agreed to establish 8.33 Implementing Support Group for Implementation 8.33 below FL195.  GA aviation is represented

19 8.33kHz VCS briefing19  Many Stakeholders are involved;  In 2014 only a small amount of frequencies was converted (<200);  The biggest conversion is planned for 2017-2018 (>6000);  Retrofitting diverse fleets (GA, MIL etc..)  Anticipating difficulties in applying the exemption policy (at state level);  Exemption policy coordination at European Level;  Possible safety issues;  Need to develop a common understanding of IR, common AIP Template, User Guide. 8.33 below FL195 What to expect?

21 Message to GA  8.33 expansion is needed – Full implementation  As stated for long: forward fit: ONLY with 8.33KHz capable radios.  Big challenge ahead of us.  Note the IR date for retrofit (end 2017).  Pay attention to the publications (cf. potential exemptions).  Maintain representation in the 8.33 related groups  How to collect the level of equipage? 8.33kHz VCS briefing21
