3 Training Requirements Election Judge Certification County Auditor or Municipal Clerk trains and certifies Certification: 2 hour training course every 2 years HCF Election Judge Certification County Auditor or Municipal Clerk trains and certifies Certification: 1 hour of training beyond Election Judge Certificate Training is repeated every 2 years

4 HCF Outreach vs HCF Agent Delivery HCF Outreach: Patients are permanent residents of the HCF and will use Absentee Ballot (AB) voting HCF Agent Delivery: Temporary residents in a health care facility who do not have permanent residence in the precinct will need to use HCF agent delivery

5 HCF Outreach It is the clerk’s responsibility to initiate outreach to all licensed health care facilities HCF Election Judges will help voters with the absentee ballots, absentee applications, and voter registration

6 Definition of Health Care Facility (HCF) M.S. 203B.01 Subd 4. “Health Care Facility” means a licensed hospital, sanitarium, or other institution as defined in section MS 144.50 Subd. 2, or a nursing home licensed to serve adults under section MS 144A.02 [List HCFs in your county or municipality]

7 HCF Outreach Procedures Your role as HCF Election Judge is very important! Ensure access for eligible voters by outreach to voters in HCF Protect integrity and accuracy of the elections process by helping voters complete ballots Assure privacy of voters through the outreach procedures

8 HCF Election Judge Responsibilities Deliver Applications / Register Voters and/or Deliver Ballots to the HCF At least 2 HCF Judges (from different party affiliations) Ride together in the same vehicle Check the room setup at the HCF, and make changes if necessary to ensure privacy and voter flow

9 HCF Election Judge Responsibilities Cont. Determine who needs to register Check list of registered voters Register Residents Help eligible residents fill out VR Cards just as they would if it was Election Day Registration

10 HCF Election Judge Responsibilities Cont. Take AB Applications Voter’s name and residential address Which election Voter’s signature Date voter signed application Voter’s date of birth o Helps us to make sure we have the right voter information in system

11 HCF Election Judge Responsibilities Cont. Deliver Ballots Two Judges from different party affiliations Help residents fill out ballots (See “Help” definition) o Voters may use the AutoMARK to assist them with voting their ballot Deposit return envelopes containing the marked absentee ballots in a sealed container

12 HCF Election Judge Responsibilities Cont. Record incidents or suggestions Two judges return the ballots and other election materials to the clerk on the same day that they are delivered and marked.

14 Practice Scenarios John Higgins is not a registered voter, and doesn’t have a proof of residency is there a way John can register?

15 Practice Scenarios Virginia Mayer is a voter at X HCF; she is unable to fill out the ballot by herself. What do you do?

16 Practice Scenarios Kenny Wilson was filling out the ballot, you check on Kenny and notice he is asleep (and only half done.) What do you do?

20 Activity 2: Yes or No There are appropriate and inappropriate statements you can make while working with a voter. Note “Yes” if you think the statement is appropriate and “No” if you don’t

21 Yes or No Your son has the power of attorney for you, would you rather he vote for you? Would you like to vote for… You remember this politician? She is the one doing those commercials that…? Are you able to understand the instructions?

22 Yes or No Would you like me to read the ballot? Do you usually vote Republican or Democratic? You don’t really want your husband to assist you, do you? Do your grandkids go to X School District? This question involves school funding….

25 Activity 3: FAQ Challenge your knowledge with the Frequently Asked Questions

26 FAQs-HCF Who can’t act as an assistant to a voter? Voter’s employer, an agent of the employer an officer or agent of the voter’s union, or a candidate in that election Do you count an AB for someone who has passed away between when they filled out their ballot and Election Day? If a voter has passed away before Election Day, the ballot must be rejected.

27 FAQs-HCF What if someone wanting an AB won’t sign the envelope, what do you do? Return the ballot as the others, it will be rejected by the AB Board. Can someone pick up an AB for their spouse, when their spouse is in the HCF? Only as provided by agent delivery.

28 FAQs-HCF Who witnesses the Absentee Ballot? Any registered voter in Minnesota, including an Election Judge. For the purpose of HCF voting, you should note your witness title as “Election Judge”, or put your residential address. What can’t an HCF Election Judge wear to HCF Outreach Same as election day, as this is now a polling place, no campaign materials.

29 FAQs-HCF When there is a large room used in the HCF for the outreach, how do you maintain privacy of each voter? Do the best you can to maintain privacy of each voter.
