3 AMH Grant Info Consolidated Budget Act, 2016 provided $5 million in grant funds for America’s Marine Highway Program. –The grant funds are available until expended. Only the 14 currently Designated Marine Highway Projects are eligible to apply All applicants and first-tier sub-awardees must have: –Dun & Bradstreet (DUNS) Number –System for Award Management (SAM) registration –Grants.gov Tracking Number

4 Pertinent Dates 27 May – Grant Applications Due to MARAD no later than 8 p.m. Eastern Daylight Time Late July – Target for announcements of grant awards by Secretary Foxx

5 Purpose of Grants Components of projects that are eligible for this round of grant funding include the following: 1.Port and terminal infrastructure including wharves, docks, terminals and paving, etc., 2.Cargo, passenger and/or vessel handling equipment, 3.Efficiency or capacity improvements in ports, terminals, aboard vessels and intermodal connectors, etc., 4.Investments that improve environmental sustainability, 5.New or used vessel purchase, lease, or modification, 6.Marine Highway demonstration projects of a limited duration, and 7.Planning, preparation and design efforts in support of Marine Highway Projects.

6 Evaluation Criteria MARAD will evaluate: –Reduction of external cost and public benefit; –Whether the project offers a lower-cost alternative to increasing land-based capacity; –Demonstration of the likelihood of financial viability.

7 Evaluation Criteria The review will also assess: –project scope, –impact, –public-benefit, –environmental effects, –offsetting costs, –cost to the Government (if any), –the likelihood of long-term self-supporting operations, –market/customer commitment, –operational costs, –and its relationship with designated Marine Highway Routes.

8 Post Award Requirements All grantees will provide a quarterly report with: –Progress made –planned activities for the next period, –a listing of any supplies and/or equipment purchased with grant funds –an explanation of any deviation from the projected budget and timeline.

9 Post Award Requirements Quarterly status reports will also contain, at a minimum: –a statement as to whether Grantee has used the Grant Funds consistent with the Grant Agreement; –if applicable, a description of the budgeted activities not procured by Grantee; –if applicable, the rationale for Grantee's failure to execute the budgeted activities; –if applicable, explanation as to how and when Grantee intends to accomplish the purposes of the Grant Agreement; and –a budget summary showing funds expended since commencement, anticipated expenditures for the next reporting period, and expenditures compared to overall budget.

10 Other considerations Applicants must provide at least 20 percent of project costs from non-Federal sources The Buy American Act requirements of 41 U.S.C. 8303 apply to funds made available under this NOFO MARAD reserves the right to revoke any grant award and reallocate grant funds to another project if the awardee fails to meet established scope, schedule and budget contained in the agreement.
