Sector-led support The Children’s Improvement Board (CIB) contracted the CSP to provide support to local authorities in creating more effective and efficient children’s services through improved commissioning. We have worked with the sector to: Establish/promote regional networks Identify a national pool of commissioning and commercial experts Populate the LGA knowledge hub with commissioning and productivity resources Develop new commissioning and productivity materials July 2012 2

LGA Knowledge Hub Online content and community that matches sector-led approach to commissioning support. A home for commissioning resources: Better Commissioning and Productivity in Children's Services Contains materials that commissioners said they find helpful (includes all CSP materials). New CIB materials will be posted there. Challenge is to make it a sustainable resource by: Encouraging commissioners to join the group Encouraging commissioners to share their own resources For the CIB to use the group consistently to collaborate with commissioners July 2012 3

Market facilitation guidelines Policy and practice context What is market facilitation? Capturing and analysing intelligence – market position statements Structuring the market Intervening in the marketplace A fully worked example market position statement 9 July 2012

Changing national agenda 10 April 2012

Draft statutory guidance “… l ocal authorities must determine which services and facilities can be delivered by third parties so that the local authority delivers directly only where it is clearly best placed to do so; and publicise effectively to young people and their families the overall local offer of all services and activities available for young people locally.” Consultation on Draft Revised Statutory Guidance for Local Authorities on Services and Activities to Improve Young People's Wellbeing 11 April 2012

What is market facilitation? ‘Based on a good understanding of need and demand, market facilitation is the process by which commissioners ensure there is sufficient appropriate provision available at the right price to meet needs and deliver effective outcomes both now and in the future’. Institute of Public Care 12 April 2012

The IPC model for market facilitation April 2012 13

What might determine your approach? Extent of knowledge about the market Aims – what are you trying to achieve and with whom? Market conditions Relationship with providers and between providers Costs of the market facilitation activity or whether you can tailor the activity to make it cost effective? 14

A market position statement future demand current supply, identifying strengths and weaknesses desirable models of practice the drivers for the market: what business opportunities might be available? the scope and support for innovation and development of the particular ‘market segment’ support they can expect in order to achieve the desired outcomes. 15 April 2012

JSNA, CYPP and MPS JSNACYYPMPS Defines demand across the population. Essentially a broad based statement of current and future trends. May help to identify and target key populations, using predictive risk modelling. Looks at long-term patterns of need and demand. What partners will do together to improve outcomes for all children and young people in the local area. Developed for specific segments of the overall children and young people’s population. Focus on outcomes and identify gaps in service provision. An analytical, ‘market facing’ document. Signals the commissioners’ desired model of practice for a specific market segment. Indicates changes, characteristics and innovation needed, and how commissioners will support and intervene. 16 April 2012

Discussion Think about what commissioners, providers and young people and families would need to know. How could you use a market position statement? Is it suitable for you? Do you use something different that fulfils the same function? What data “intelligence” do you have/not have? 17 April 2012
