8 8 The Perkins Act directly includes partnerships and Tech Prep, which also includes Accountability.

PURPOSE (6) supporting partnerships among secondary schools, postsecondary institutions, baccalaureate degree granting institutions, area career and technical education schools, local workforce investment boards, business and industry, and intermediaries;

13 13 Why the need to collect and report Tech Prep data  To provide relevant information to stakeholders.  To respond to the concerns and issues raised by stakeholders.  To respond to legislation: Sec.203 Indicators of Performance and Accountability.  To use data to identify what is working and what needs improvement.  Accountability!

14 14 So how do we do this? What must we do to get the data? Go to where the DATA is!?

16 16 Perkins IV  Definitions –Postsecondary Education Tech Prep Student  “A student who has completed the secondary education component of a tech prep program; and  Has enrolled in the postsecondary education component of a tech prep program at an institution of higher education described in clause (i) or (ii) of section 203(a)(1)(B)” –Secondary Education Tech Prep Student  “A student who has enrolled in 2 courses in the secondary education component of a tech prep program”

17 17 Perkins IV - Indicators of Performance (SEC. 203. Tech Prep Program, Indicators of Performance and Accountability) (A) The number of secondary education tech prep students and postsecondary education tech prep student served. (B) The number and percent of secondary education tech prep students enrolled in the tech prep program who (i)enroll in postsecondary education; (ii)enroll in postsecondary education in the same field or major as the secondary education tech prep students were enrolled at the secondary level; (iii) complete a State or industry-recognized certification or licensure; (iv) successfully complete, as a secondary school student, courses that award postsecondary credit at the secondary level; and (v) enroll in remedial mathematics, writing, or reading courses upon entering postsecondary education.

18 18 Perkins IV - Indicators of Performance (continued) (c) The number and percent of postsecondary education tech prep students who (i) are placed in a related field of employment not later than 12 months after graduation from the tech prep program; (ii) complete a State or industry-recognized certification or licensure; (iii) complete a 2-year degree or certificate program within the normal time for completion of such program; and (iv) complete a baccalaureate degree program within the normal time for completion of such program.

20 20 Perkins IV “What’s New?” Title II – Tech Prep Education  States must show greater coordination with Basic State Grants – single plan  States have flexibility to combine either all, or a portion, of their Tech Prep grant with basic state grant (SEC. 202. Consolidation of Funds)  If combined, treated as Basic State Grant Funds, if separate, definitions and accountability for consortia  Definitions for secondary and post-secondary Tech Prep student (SEC. 3. Definitions)  Accountability Measures (SEC. 203. Indicators of Performance)  Additional content of Tech Prep program “coordinate activities conducted under title I” (SEC. 203. Tech Prep Program, Contents of Tech Prep Program)  Revised components for contents of Tech Prep programs (SEC. 203. Tech Prep Program, Contents of Tech Prep Program)

21 21 Tech Prep Program Outcomes Data  Defined – Provides data for each of the eight Contents of Tech Prep Program (Title II Tech Prep Education, Sec.203 Tech Prep Program) required in a state’s five-year plan.  Often reports quantitative data.  Typically does not report “student” data.

22 22 Tech Prep Student Outcomes Data  Defined – Changes that occur with students as a result of participating in an educational experience (e.g. Tech Prep).  Addresses Indicators of Performance and Accountability (Title II Tech Prep Education Sec.203 Tech Prep Education).  Provides data for accountability.

23 23 Tech Prep Quality Indicators  1998 developed “quality indicators”, revised March 2003. (Currently under review to align with reauthorization.)  Designed a matrix to reflect current and future Tech Prep practices  Tech Prep Program Quality Indicators provide a benchmarks for Tech Prep programs

25 25 PERTINENT TECH PREP DATA High Stakes are Associated with Perkins Data Reporting-- Sanctions “If an eligible agency fails to meet the state adjusted levels of performance, has not implemented an improvement plan…, the Secretary may, after notice and an opportunity for a hearing, withhold from the eligible agency all, or a portion of, the eligible agency’s allotment under this Title.” (Perkins III, section 123(d)(2))

26 26 PERTINENT TECH PREP DATA  States must collect data for secondary and postsecondary students  States must collect data for a number of special populations groups  States must report data for each indicator by ethnicity and gender

27 27 PERTINENT TECH PREP DATA #2 – “A review of the state’s performance data indicates that special populations data for FY 2004 is missing from most of the state’s core indicators at the postsecondary level. The lack of meaningful data for special populations raises serious questions as to whether performance data for the state is in fact, “complete, accurate and reliable.”

36 36 PERTINENT TECH PREP DATA CTE Secondary Statistics F Out of the 1592 High School Graduates 496 (31.16%) are identified as being CTE Students at the High School Level. –473 (95.36%) of the 496 CTE Students are considered to be Tech Prep Students. F 1096 (68.84%) Academically Orientated Students -Arizona data
