TRENDING QUESTIONS What is the Property? What Does Done Look Like? What is the End User’s Risk Tolerance? Who Pays? When Will it be Done? The Unknowns

WHAT IS THE PROPERTY?  The Initial Expansion  The City proactively completed environmental due diligence for 49 commercial/industrial properties before Chrysler committed to stay in Toledo  Only 28 of these properties were involved in the actual development agreement  DaimlerChrysler initially asked for 1,000 acres for their new location before selecting 400 acres as their actual need  10% of the 400 acres was jurisdictional wetlands  Approximately 200,000 cubic yards of “impacted” soil required excavation and management

WHAT IS THE PROPERTY? Fertilizer Mfg. Salvage Yard Dura Avenue Landfill Tyler Landfill Contaminated Sediments Unnamed Tributary Stickney Landfill XXKem Chrysler Facility 18 Industrial Properties Ottawa River

WHAT IS THE PROPERTY?  Textileather Site Preparation  Ecological  Landfills  Transportation  Acquisition  Remediation / Administrative Closure

FORMER TEXTILEATHER AND ADJOINING AREAS

WHAT DOES DONE LOOK LIKE?  Some Considerations:  Environmental  Vertical Demolition  Sub-grade Demolition  Geotechnical

WHAT DOES DONE LOOK LIKE?  Environmental (Initial Expansion)  VAP-like approach  MCA (several times revised as data was collected)  USD  Concrete Re-use  Rules were less than 1 year old  Provided cleanup goals acceptable to all stakeholders  Covenant not to Sue not obtained  Sites not focus of state or federal enforcement

WHAT DOES DONE LOOK LIKE?  City needed to excavate and dispose of 200,000 cubic yards of soils exceeding cleanup standards  Received approval from Ohio EPA to beneficially use soils to regrade two adjacent landfills  Resulted in several million dollars in savings  No disposal costs  Solved grade issues at existing landfills

WHAT DOES DONE LOOK LIKE?  Environmental (Former Textileather)  RCRA Corrective Action  Three Areas Requiring Action to meet Closure Targets Based on Routes of Exposure and Receptor Populations  COCs: PCBs, Tetrahydrofuran, Methyl Ethyl Ketone, Tetrachloroethene  Approximately 2,600 Tons Removed  UST Closure (Hazardous Substance)  Asbestos  Nearby Contributing Factors (e.g., XXKEM, Stickney LF, Tyler LF, Unnamed Trib, Ottawa River)

WHAT DOES DONE LOOK LIKE?  Demolition

WHAT DOES DONE LOOK LIKE?  Vertical Demo.  Sub-grade Demo. (e.g., footers, utilities, caissons)

WHAT DOES DONE LOOK LIKE?  Geotechnical  Level of Effort  Backfill Material  Documentation

WHAT IS THE END USER’S RISK TOLERANCE?  Environmental  Financial

receptor 10 -4 10 -5 Engineering Controls and Influence of Risk Goal WHAT IS THE END USER’S RISK TOLERANCE WHAT IS THE END USER’S RISK TOLERANCE ? ENVIRONMENTAL 10 -4 Two-Foot Point of Compliance

WHAT IS THE END USER’S RISK TOLERANCE? FINANCIAL  Future Monitoring and Reporting  Depth of Utility Removal  Depth of Structure Removal

WHEN WILL IT BE DONE?  It’s Never Ready Fast Enough  Permitting Considerations  Collaboration with Agency and Stakeholders  Formal Administrative Closure

WHEN WILL IT BE DONE? INITIAL CHRYSLER EXPANSION Fall 1996 January 1997February 1997 March 1997May 1997July 28, 1997 January 1998April-May 1998 June 1998 Toledo Proposes Location Chrysler announcement Phase I ESAs start Chrysler met with City to outline plant needs Chrysler announces decision Phase II ESAs & wetland delineation complete Remediation begins in Parcel I Chrysler begins construction Remediation complete for Parcel 2 Sept. 1998 Remediation complete in Parcel I March 2000June 2000 Remediation complete for Parcels 3 & 4 Production Begins at Plant

WHEN WILL IT BE DONE? FORMER TEXTILEATHER  Initially had an approximate four-month timeframe to prepare site  Delayed Public Announcement of Fiat Chrysler Automobiles  Delays Allowed for a More Focused Approach

WHO PAYS!?!  Sources and Uses  Grants  Loans  629 Funds  Escrow Account  Flexibility  Needs vs. Wants  Prioritization

TRENDING QUESTIONS What is the Property? What Does Done Look Like? What is the End User’s Risk Tolerance? Who Pays? When Will it be Done? The Unknowns

THE ANTICIPATED UNKNOWNS  Concrete Removal  Acquisition Cost  MedCorp HIPPA Compliance  Floodplain and Wetland Issues

QUESTIONS??  Thank you!!
