4 MARD - Ministry of Agriculture and Rural development  The Ministry of Agriculture, and Rural Development - MARD is directly in charge of the fishery-related administrative and technical issues.  The MARD proposes, develops and implements laws and bylaws and carries out supervision and control over the enforcement of regulations governing the sector of fisheries and aquaculture.  In January 2009 a Fisheries Unit was established in the MARD

5 5 IMBK – Institute of marine biology Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union National scientific institution encharg for monitoring of marine fisheries is Institute of marine biology, Kotor – IMBK. For the purpose of sustainable exploitation and development of marine resources and marine environment, Article 38. of Law on marine fisheries and aquaculture defines that IMBK shall perform the following tasks:  Research and assessment of fish stocks;  Monitoring the condition and assessment for the purpose of sustainable exploitation of fish and other marine organisms;  Monitoring the population dynamics of fish;  Preparing of professional bases for the Strategy, Management Plan and mariculture development;  Monitoring of the water quality and biomonitoring;  Setting of technical and technological terms for fishing;  Providing expert assistance in implementation of activities related to fisheries and mariculture and reporting on activities implemented, at the request of the administration authority.

6 6 MONSTAT - Statistical Office of Montenegro Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Statistical Office of Montenegro – MONSTAT is responsible body for collection, processing and dissemination of statistical data, including data on fisheries statistics that are collected by Department for Agricultural statistics 4 statistical surveys 1, Monthly report on marine fisheries - Assessment method 2, Annual report on fishermen and fishing tools in marine fisheries - Reporting method from IMBK 3, Annual report of fish farming - Reporting method from fish farm owners 4, Annual report on fishing in rivers and lakes

No. 1224/2009 Fishing vessel of >10 m LoA shall present a copy of the logbook page together with the declaration to a fisheries inspector within 48 hours from the moment of landings made Rulebook on the form and contents of fishing log books, declaration on landings, report on catch and deadline for submitting the reports on total catch and landings and method of notification and keeping records on transhipping of fish and other marine organisms(“OG of Montenegro” No. 8/2011)

11 11 Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union  Conducts the surveys on sea for biomass estimation of demersal and pelagic resources  Collects biological data (total length, total weight, maturity stage, age) for commercially important species  Catch composition of commercially important species in trawl fishery  Provides Fishing gears technical Certificate during licenses issuing  Based on scientific data provided by IMBK MARD determines the number of fishery licenses for all types of commercial fishery. 12 12 Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union 1, Monthly report on marine fisheries  Data on catch of fish by species and/ or group of organisms.  Assessment of MONSTAT Professional services based on:  records of trading and processing companies which purchase fish from individual fishermen;  information on the fishery tools and equipment (type and number of nets, hooks, traps, etc.);  time of appearing of fish species in fishery area;  fishing area.  Not fully covered. 2, Annual report on fishermen and fishing tools in marine fisheries - reporting method from IMBK  Persons employed (full-time and part-time employees);  Number and capacity of fishing vessels and boats;  Fishing tools (number and types of nets, hooks, traps, etc.). Annual report of fish farming - reporting method from fish farm owners  Personnel (full-time and part-time employees)  Information on fish ponds (fish farm surface, the production of fish fry, production of consumable fish in the trout ponds and food consumption).  Marine fish farms are still not introduced in the statistical survey. 4. 14 14 Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union  GFCM  AdriaMed Trawl Survey (2004, 2007) - methodolgy followed protocol of MEDITS Programme (Montenegrin participation in MEDITS surveys is supported by FAO AdriaMed project).  MEDITS Programme (2004, 2008, 2010-2012) biological and abundance data of MEDITS target species are collected (Montenegrin participation in MEDITS surveys is supported by FAO AdriaMed project). Regional and sub-regional projects and programs IMBK - Institute of Marine Biology, Kotor  MEDIAS Programme (2002, 2004, 2005, 2008, 2010-2012) Biomass estimation of small pelagic resources with acoustic and DEPM survey (Montenegrin participation in MEDITS surveys is supported by FAO AdriaMed project).

15 15 Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union  FAO AdriaMed project - Study of the monitoring of fisheries sector in Montenegro, applying the operational unit (OU) concept: biological sampling (2008-2012). Biological data on 18 species collected.  IPA 2009 Project Sustainable Management of Marine Fishery - Stock assessment for 6 species (data from BS) - Revised scheme for FAO AdriaMed BS proposed and implemented in 2013. Data collected by métier per quarter (as defined by Appendix I EU Decisions 949/2008 and 93/2010). Not fully compliant with EU DCF.

17 17 Data storage Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union  MARD - Fishery Information System (FIS) is the software used to store data at the FIS server (Windows server 2008), the part of governmental LAN network..  MONSTAT - excel format data base centralized on a national level. Official website of Statistical Office, www.monstat.org Printed in Statistical Yearbook.  IMBK -ATRIS (AdriaMed Trawl Survey Information System) data base with trawl fishery survey raw data (MS Access based) http://www.faoadriamed.org/html/atris/ATrIS_Demo.htm

18 18 Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Data submission to Regional databases  MEDITS GSA 18 data (Italy, Albania and Montenegro) - joint stock assessment at GSA 18 level (hake and deep-water pink shrimp stock assessment were conducted so far).  MEDIAS data – stored and processed at GSA 18 level  GFCM data base on operational units Task 1.1. and 1.2. - submitted in 2008 (number of fishing vessels per OU and type of gears). By the end of 2013 current situation on OU in Montenegro will be submitted to GFCM. Interface on data layer between FISMNE SQL server db and GFCM Task1.mdb has been realized by using of SQL linked server that provide automated transfer data. Some information that are missed in FIS can be added by manually entering into GFCM Task1.mdb. Finally GFCM Task1 report is printed using by GFCM Task1 DB Application

19 19 Chapter 13 Fishery M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Conclusions and challenges Currently in Montenegro there is no data collection program according to EU Requirements, Council Regulation (EC) No 199/2008, 1534/2000, Commission implementation Reg. No 665/2008, Commission Decision No 2010/93/EU. Challenges  For the proper evaluation of the fishing sector it is necessary to collect data on: Economic variables in fishing sector Biological variables: metier-related and stock-related variables Transversal variables Economic data for the aquaculture sector and processing industry Effects of the fishing sector on the marine ecosystem  It is necessary to strengthen administrative capacities in institutions in charge for data collection.
